On October 28 an idea was launched for several months in sports circles - United Sports Club (USC) was established under the name "Velingrad". Representatives of 12 out of 15 sports clubs that operate in the municipality were present. The establishment was delayed by a week so that all clubs could familiarize themselves with the draft of the new sports association. Prior to the adoption of the statute, a debate broke out about which of the clubs were legitimate and could participate in the establishment. The President of the Assembly G. Kostadinov insisted that only the clubs that submitted all the necessary documents and licenses should participate. It was decided that all those present should participate in the work of the constituent assembly, and subsequently the necessary documents should be submitted.
The statute was voted on by sections and was adopted with the changes made in it. Management Board (MB) and Control Board (CC) were elected as governing bodies. The Board of 5 members included Ivan Lebanov, Georgi Kostadinov, Hristo Doksinov, Todor Gulev and Yordan Baev. They were proposed, but they made their repulses Petar Milchev, Velcho Kleshkov and Todor Bozev. Krustyo Paligorov, Ivan Boikinov and Shukri Yakubov entered the KS. The Board elected Ivan Lebanov as Chairman of OSC "Velingrad" and Hristo Doksinov as Deputy Chairman. The establishment was also attended by Snezhana Veleva, Chairman of the Committee on Education and Sport in the Municipal Council. She wished fruitful work to the new sports association and successful cooperation with the municipality in building a common strategy for the development of the sport. The same day, 28 October, the Municipal Council confirmed what was disputed by the interim Mayor St. Doulev decision to allocate 30 000 leva for urgent needs of sports clubs.
