The municipal reporting-election conference of BSP on April 14 lasted nearly 10 hours with the participation of 136 delegates representing all 1250 local socialists. There were present the Vice-President of the Supreme Court of BSP and MP Georgi Pirinski, Darya Vasileva from the Supreme Court, the regional leader Kostadin Kobakov. Impressive was the number of invited guests: D. Singing from NDSV, G. Tzartsarov from BZNS Al. Stamboliiski 1899", Al. Gushevilov by BEL, St. Ilinova from OBT, D. Mikhailov from BSDP, G. Kyuleva of SCB, P. Tashkova from the BCP "G. Dimitrov", Bl. Petlov of IMRO, Yves. Avramov from "Defense", R. Synapova from Ecoglasnost and others. With a minute of silence was honored the memory of 41 deceased socialists, including the previous mayor Georgi Avramov.
In the very beginning, a decision for a protest declaration against the court decision against the island was included in the standard agenda. Generals At. Semerdzhiev and N. Serkedzhieva. Delegates and guests supported a declaration expressing outrage at the SCC's verdict. The declaration says that for the Velingrad socialists Gen. Semerdzhiev is a symbol of honesty and patriotism, a man with a significant contribution to the development of Velingrad and the villages. As Chief of Staff of the Army, Interior Minister and Vice President, he has done much to bring about democratic changes and the preservation of civil peace. Against the backdrop of uncondemned credit millionaires and criminals, the sentence against the generals anti-fascists and participants in the Patriotic War is unworthy and should be overturned, the Socialists insist. Already during the conference started a petition in defense of At. Semerdjiev.
Chairman Toma Pachalov's report analyzed the period from the spring of 2000. to this day. For BSP - Velingrad during these years the situation was extremely complicated after the loss of the local elections in the autumn of 1999. and with only 5 councillors in the local parliament. Gradually, the organizational and financial situation was stabilized, the work of the plenum was improved, the relationship with the district and senior party leadership was also improved. Analysis of the results of the 2001 parliamentary elections. shows that the left has not yet united. For the presidential elections, the Velingrad socialists were initially sceptics, but threw a lot of work into the support of the Parvanov-Marin couple. Despite the upsurge, the management's conclusion is that the results in Velingrad do not satisfy (here the votes for G. Parvanov were less than for P. Stoyanov). The main task of the municipal organization was to win the local elections next year. To win, we need three things, T said. Pachalov: unity, unity and again unity.
Interesting was the analysis made by the chairman of the group of municipal councilors from BSP Zavarin Marov. He reported that current trends for BSP are favorable, but this does not change the configuration in the local parliament, where after the collapse of 1999. The Socialists have only 5 seats. The group is the only consistent opposition. The main feature of the current Municipal Council is that instead of the traditional political opposition, there is now a majority united by economic and financial interests. Proof are the deals that went through the City Council. Mr. Marov reported that BSP's efforts to stop the construction of the central parking lot, the gas station and the sale of a plot of Summer Cinema have failed. As a plus in the work of the councilors was the celebration of Vela Peeva's jubilee, done with the full cooperation of the municipality. There have been proposals to demand the resignation of the mayor, but the party leadership has judged that now the BSP does not have the necessary potential.
On behalf of the Control Commission, Ivan Trichkov reported the financial situation of the party: revenues of about 10 000 leva, expenses of 1000 leva less.
Delegates' speeches were numerous, but unlike other years, there were no in-depth analyses and strong strata. The speeches of Georgi S. were highlighted. Pashov with the proposal to develop a program of governance at the local level and Ivanka Tsanova, who reminded that the increased results of the BSP are a result of the poor management of the UDF, but in Velingrad they have left the mayor to govern very calmly, they do not hold him accountable, and because of his conservatism the BSP has repelled businessmen and young people who are already orientated to other formations.
Georgi Pirinski started with a question why after the extraordinary victory in the presidential elections something is limping in the BSP. According to him, the BSP should make it clear that it is in a condition to take over. His assessment was that the statements did not sound the most acute problems and concerns of the people of Velingrad. On the reproaches that the BSP policy should be more radical and inspiring, he replied that people are tired of politicking, they do not want sweet talk, but concrete solutions to their problems. He outlined the winning strategy - the one that worked in the election of G. Parvanov. But he reminded that the president himself cannot fulfill the social commitments, a majority in the National Assembly is needed in order not to leave the hopes of the people deceived. The role of the BSP as a constructive opposition in parliament Pirinski defended with 3 examples: the commission of inquiry for V. Varbanov, the position on the NPP "Kozloduy" and the suspended bill on medical institutions. Without BSP can not, but also BSP alone can not, we should not suffer from a sense of exclusivity, Mr. Pirinski summarized.
The procedure for the secret ballot of the 25 members of the plenum and the 9 members of the control committee lasted over 4 hours and made the chamber nervous. In the end, the composition of the plenum was increased to 28 people, as four had an equal number of votes (and had not garnered 50% of the votes). T was elected as delegates to the 45th Congress of the BSP. Pachalov, V. Bozev, Yves. Lebanov and Al. Sidjimov.
There were 9 proposals for Chairman of the General Assembly of the BSP: Bozev, G. Jarov, Z. Marov, Eve. Trichkov, Eve. Bandakov, M. Mateva, T. Golomehova, T. Shopov and T. Pachalov. After a series of departures remained to compete for the leadership post Venko Bozev and Toma Pachalov. In the secret ballot, the incumbent leader T. Pachalov garnered 100 out of 124 votes. He thanked for the trust and wished the local elections next year BSP to be congratulated with success.
