The municipal council of Velingrad was convened in an extraordinary session on October 18 to make adjustments in the decision taken in September to request a loan from Bulbank. The President of the ObS Nejat Kehayov explained that the directors of Bulbank had been stymied by the text of the previous decision and therefore in the new it will be written that the credit is not to cover a temporary shortage but a budget deficit. The chief accountant of the municipality Hristo Savov explained to the councilors that as of September there is a cash shortage, and the Ministry of Finance is postponing its promises of assistance to the municipalities. This prompted the Chairman of the Economic Commission in Obs Georgi Mihaylov to recall that Mr Savov had promised this year that the municipality would have no financial problems because the budget was good and there would be no deficit. There is nothing to be fooled, the municipality is in financial collapse, Mr. Mihailov believes. As an example, he pointed out the huge debt of over BGN 290,000 of the hospital, to which the municipality should not forget its responsibilities especially before the upcoming accreditation of the health institution. He was also supported by Zavarin Marov, who urged the councillors to take into account their responsibility to the municipal treasury when they "make gifts" with re-creation from public to private municipal property. The decision to request a loan from Bulbank was adopted unanimously. Also unanimously was postponed the request of 4 companies with municipal participation - "Svezhina", "Amos sport", "Sport Beevi", "Parkings and garages". They wish by a decision of the Municipal Council to be specified the powers of the mayor as a representative of the municipality in the companies. The councillors did not like the draft decision, and after the session some of them remembered that in some of these firms they had appointed another representative of the municipality, not the mayor.
