As of 1 October 2004. Territorial Tax Directorate - Velingrad was closed and the administration of all republican taxes was taken over by Regional Tax Directorate - Pazardzhik. For tax officials, the reform means a change of place of work from Velingrad to Pazardzhik, with their travel expenses at their expense. For companies on the territory of all municipalities in the district, the reform means filing all tax returns in Pazardzhik - that is, a huge expenditure of time and money. The district center will also be visited for all certificates issued so far on the spot.
This new centralization instead of the expected decentralization caused a negative reaction from many companies in Velingrad, and small traders in Rakitovo united in defense of the stay of TDD - Velingrad. On September 30, the Municipal Council of Velingrad also took part in the attempt to restructure the tax services so as to facilitate rather than to make it difficult to serve citizens and companies. The councilors authorized the mayor of the municipality to negotiate with the regional tax director to open an outsourced workplace and a bank office (since October 1st there are no cash payments for the republican budget) on the territory of Velingrad. Chairman N. Kehayov reminded that the head of the RDD-Pazardzhik Mrs. Hristova at a meeting in the spring in Velingrad has accepted the idea of a workplace exported here. Similar is the practice in Blagoevgrad District, where tax reform is also a fact, but offices of the tax service in 4 large municipalities such as Sandanski, Petrich, etc., which serve the republican taxes have been opened. Municipal Council - Velingrad insists in the same way to be approached in Pazardzhik district, especially for large municipalities in a mountainous region like ours.
The municipal council also had to choose an option to administer local taxes and fees from 1 October 2004. There are two options: either local taxes to be collected by a specialized unit within the municipality, or to conclude a contract and local taxes to be administered by RDD-Pazardzhik. Before taking a decision, the councillors invited to the Economic Commission the director of TDD-Velingrad Nikolay Mitsinov. He recommended waiting for changes in the law, where there are many ambiguities. The municipal council decided to authorize the mayor to conclude a contract with the regional tax director in Pazardzhik, and it is not yet clear whether and how much the municipality will have to pay for this service. So far, 6 of the previous 50 tax officials in Velingrad remain, who will take over the collection of local taxes and fees.
