20 municipal councilors voted on May 15 to give the Cooperative Market in Velingrad a concession. Only 3 BSP councilors did not support the proposal of Mayor Dr. Dafov and tried to postpone it procedurally.
The term of the concession is 35 years with the possibility of being extended for another 15 years. The selected procedure and this time is a non-attendance contest. The starting price of the concession is BGN 1 000 020, which are paid in equal monthly installments (of BGN 2381 per month, as is the reported profit of OP "Municipal Markets and Markets" in 2001). To participate in the competition, a cash guarantee of BGN 20,000 is required, and the winner will have to pay to the municipality BGN 50,000 as a guarantee for the implementation of the promised investments.
From the future concessionaire, the municipality wants: new pavement, new lighting, additional landscaping, covering the vegetable market, bathroom, preservation of 12 jobs and for 4 years investments of a total of BGN 400,000 (BGN 200,000 in the first year). In addition, the concessionaire will undertake not to fence the Market, not to collect entry fees and to comply with the conditions of the contracts concluded so far between the municipality and tenants of sites until their term expires.
The committee that will determine who wins the concession is well known: Ekaterina Kaferinova - Chairman, Nikola Vetsov, Georgi Yanev, Ibrahim Teber, Mikhail Alexiev, Todor Enev, Daniela Filipova.
The above decisions were made without significant debate in the local parliament chamber. Mihail Alexiev insisted on a more serious economic and social analysis, as it is the largest working enterprise in Velingrad. Mayor Dr. Dafov and Ek. Kaferinova defended the idea of a concession, recalling that the ODF philosophy is to look for investors and do something in the city.
The interest in the concession of the Market is huge, as this is really the "Salun Customs" of Velingrad (in the successful expression of the councilor G. Yanev years ago). Once the decision is made, it will be of paramount importance for the citizens of Velingrad to turn the concession into a real bidding and from this to win the municipal treasury. The holding of the competition for the Market will also be the most serious test for the municipal government a year before the local elections.
