DECLARATION of the Citizens' Initiative Committee "For a Stable Local Authority"
Dear fellow citizens and voters from the Municipality of Velingrad,
Concern for the present and future of our city brought together a group of enthusiastic citizens, who created the Citizens' Initiative Committee "For a stable local authority". One year Velingrad was torn by battles and rough political games. Residents of the municipality have accumulated dissatisfaction with the local government in the face of municipal councilors. This created a climate of distrust, intolerance, and insecurity towards the municipality and state institutions in the city.
Municipal councilors with their illegal actions are constantly trying to discredit the mayor's institution. They are the ones who created powerlessness and practically stopped the development of the municipality. It is now clear to everyone that behind the motives of honesty, morality and transparency are hidden the economic and corporate interests of several individuals. The fact that the procedures of the judicial institutions are not pending, but attempts are being made to create tension among the citizens with paid publications in central dailies, is eloquent enough.
All councillors, some with their active actions to create chaos, others with their silence and lack of position, are equally guilty before the voters.
Dear Counselors, we have not voted for you to create intrigues and permanently block the activities of the local government. You do not fulfill the oath you have taken - to work in the interests of the citizens, for the development of the municipality and its prosperity. Therefore, we demand the immediate resignation of all municipal councillors and new partial elections for the Municipal Council.
We call on the citizens of Velingrad and all residents of the municipality to express their civic position with their signatures in defense of our democratic rights.

MUNICIPAL COUNCIL VELIGRAD
DECLARATION
On the occasion of the broadcast on 21 September 2004. a statement by the spokesperson of the Citizens' Initiative Committee "For Stability in Local Government" on cable TV "BBTV", in which sharp criticism and attacks are made on the work of the Municipal Council of Velingrad, which by its action or inaction turns out to be the main destabilizing factor in the management of the municipality. The main request of the initiative committee is for the Municipal Council to resign and for new elections for municipal councilors to be held.
In this regard, I am authorized to state the following:
1. The address of the initiative committee "For stability in local government" cannot be qualified as a manifestation of incompetence on the problems of local self-government and compliance with the laws in the Republic of Bulgaria, but rather as a targeted and media impact on the voters of the municipality. Hardly anyone would believe that the initiators of the newly formed civil association have not consulted the LMSMA to understand that the only legal way to terminate the powers of the Municipal Council is not to hold meetings for more than 6 months and then after a decision of the Municipal Election Commission. There is hardly a citizen of the municipality who does not know that the Municipal Council holds at least two meetings every month and that since the beginning of 2004. have been voted over 260 decisions and that under this indicator the Municipal Council of Velingrad is in the first place in Pazardzhik District. Unfortunately, this "small" detail of the LMSMA has escaped the eyes of the self-declared defenders of local self-government and instead of looking in a civilized way for opportunities to overcome the crisis in the executive branch, quite unreasonably and irresponsibly pleaded for resignation of the local parliament, swapping places of investigation and cause. Tracking the entire chronology of events surrounding the mayoral authority in the municipality of Velingrad, everyone would agree that Mr. Beev could have carried out his duties unhindered if he had not given the OIC cause to challenge the legality of his powers. Moreover, Mr. Beev's powers to date have not been terminated because the OIC's decision has been appealed and, under the ZAP, he is performing his duties until the court rules. Therefore, all disputes about the legality of Stoyan Delev's election as VRID mayor would not exist. So to hold the Municipal Council accountable for destabilization of the local government is a complete absurdity.
2. From the statement of the initiative committee it was not clear what his position was on cleaning the municipality, and we would like to hear his opinion. However we speak, the apple of discord between the Municipal Council and the Municipal Administration is the contract for cleaning the municipality with the company Beev and Beev Ltd., concluded on August 6, 2004. In less than a month, the Municipal Council held 3 extraordinary meetings on this topic. All attempts of the Municipal Council to terminate the implementation of this contract until the court ruling on the complaints filed by the other two participating companies remained in the form of outstanding decisions, which reflected on VRID Mayor Stoyan Dulev. Thus, the municipality for 2 months is cleaned in parallel by 2 companies. The refusal of the Municipal Administration to pay the cleaning service of the municipal company Stroycom Ltd. generates extreme social tension that will explode at any moment. Unfortunately, the solution to the cleaning problem of the municipality in connection with the performance of a public procurement has not yet been found. Therefore, provoking a situation around the resignation of the Municipal Council aims to distract the public from the extremely important problem with the cleaning service. Guided by the above, the municipal councillors insist on conducting a constructive dialogue with the initiative committee and we invite for discussion on September 30, 2004. from 16 hours in the small hall of the municipality. We are convinced that not opposing, not replacing the Municipal Council with a new one, is the way to build a stable and sustainable place of self-government. We are ready for a dialogue with the public and would gladly accept any constructive proposal.

Once again, with his inherent confidence of being inaccessible by the laws of the country and a good manipulator of public opinion, Mr. Beev brought out his exceptional insolence through a declaration of a concerned about the future of the city "initiative committee". Several are the questions posed by the statement, which clearly shows the style of the mayor's media:
1. Since a mayor is legally elected in local elections, does this mean that the laws of the country do not apply to him? How else to explain the fact that despite the explicit requirement of the LMSMA art. 41, para. 1 legally elected mayor of the Municipality of Velingrad 9 months after his election, he is still the manager of several of his companies. Perhaps the referral to the relevant authorities the initiative committee qualifies as illegal!!!
2. Municipal councilors are openly accused of creating powerlessness and stopping the development of the municipality, driven by corporate and economic interests. We ask - whose are the corporate interests:
Who fuels all municipal structures without public procurement? Mr. Beev.
Who illegally cleans the city? Mr. Beev.
Who advertises for free on municipal billboards? Mr. Beev.
Who loads with materials for repairing schools and kindergartens? Councillor on Mr. Beev's list. Who put up kiosks without the permission of the Municipal Council, convincing everyone that these were tables? Mr. Beev.
Who set up pillars on the sidewalks of the entire city without the permission of the Municipal Council for the Internet? Mr. Beev.
Who announces that they're doing public transportation every four minutes, and they're moving through 20, and they're getting subsidies from the state for their lies? Mr. Beev and a firm of his subordinate advisor.
Who built an illegal concrete plant? Mr. Beev. Who built a gas station illegally next to a kindergarten and a hospital? Mr. Beev.
There was a speech about whose corporate interests - the municipal councilors or Mr. Beev, in whose mass illegal actions the initiative committee has clearly seen only care for the people.
We ask what reasonable proposal of the municipal administration was not supported by the Municipal Council? None! Simply because there was no such proposal. Municipal administration in the face of its leadership except with political dismissals, petty behind-the-scenes games and pathetic attempts to manifest has so far built nothing. A project "Beautiful Bulgaria" won the municipality and Mr. Beev refused to sign it! It's a pity, but a fact!
We ask: will this initiative committee come out in front of the whole public and will it support with facts what is written in the declaration. Ladies and gentlemen intellectuals of the initiative committee, isn't it a very heavy burden that you are taking this way for the future of the city? What is the purpose of this declaration and is it not a response to the request of the intellectual Beev to change the law for the municipal councilor, as he wisely put it? Throughout the democratic world, the executive branch works jointly and is subordinate to the legislative branch in order not to allow sole rule. This is exactly what Mr. Beev does not like after losing the majority in the local parliament. The newly formed majority was the obstacle at the beginning of the 21st century for Mr. Beev to return the municipality of Velingrad to the era of feudalism.
