Partial local elections in the municipality of Velingrad, scheduled for m. September this year, it's over. Their results are real and known to the public. Regardless of the elections, the problems of the municipality remain, it is necessary that it continues to develop successfully. Therefore, the confrontational model of its management must be put to an end. Guarantees are needed for joint municipal government for the benefit of the population.
Therefore, the proposal is to adopt a preliminary agreement on solidarity in the management of the municipality of Velingrad, after which to proceed with the ritual of entering into office of the new mayor of the municipality. Not this important issue to be left for then and not to get a change in the style and methods of work of the governing bodies. We, the majority of municipal councilors, are concerned about the danger of preserving the confrontational model for work in the municipality of Velingrad between the bodies for its management - mayor and Municipal Council. The desire is in the small gap between the end of the partial elections and the solemn oath of the newly elected mayor to lay the foundations of solidarity work between these two bodies before the next 2-year period of the current term. Otherwise, it will continue the old practice of work, and this is not in the interest of the municipality and its citizens.
All are for the recognition of the results of the partial local elections for mayor, held in September and the vote of the voters - the mayor of the municipality to be Stoyan Dulev. In addition, the request to recognize the vote of the other part of voters who voted for the other candidate in the second round of elections, which are close to 50 percent, is reasonable. Therefore, unnecessary tension should not be created among the population in the municipality.
The danger of preserving one application of poor quality work and ineffective results in municipal affairs such as gained experience, habits, routine, administration, etc. is very real. This is necessitated, first, by St. John's previous style of work. Dulev as V.I.D. Mayor of the municipality with the constant opposition to the decisions of the Municipal Council, conducting many lawsuits, large staff cuts and others. Second - the entire election campaign of St. Dulev - events, videos, statements to the population, etc. was executed not with an exact program of work for future management of the municipality, but with a constant and complete description of a part of the councilors (the current local majority) as a criminal group that hinders the municipality from which the candidate Ivan Lebanov was elected and with continuous threats to them that they should be destroyed (read removed as councilors) and replaced. I.e. instead of an election program of action - constant spitting and threats.
So there are real concerns from the first day of the new mayor's inauguration to start again (to continue) the misunderstanding, antagonism and quarrels. No one benefits from this enmity and strife. Therefore, it was necessary to reconsider the possibilities for an agreement of solidarity and good will for a united joint work. For its signing as a guarantee that things in our municipality will now move for the better and make it clear to the local public that such a desire exists on both sides. Therefore, it is asked: First, formulation of the agreement; Second, its signing by the newly elected mayor on the one hand, on the other - by the groups represented in the Municipal Council and
Third, its media coverage.
The main point in the agreement to be the adoption of a two-year plan for the development of the municipality of Velingrad, to be adopted by the Municipal Council in the first half of the month. October. After these actions, within the statutory time limit, immediately conduct the ritual of the Mayor's solemn oath and calmly continue the work of the regular session of the Municipal Council. We propose that after the signing of the agreement, the meeting of the Municipal Council be held on October 4, Tuesday, at 2 p.m.
