The conflict between the interim mayor Stoyan Dulev and the new majority in the Municipal Council found new manifestations during the past week.
Mr. Dulev challenged seven decisions of local parliamentarians: the July 15 decision by which the councillors opposed the mayor's requested termination of a lease agreement with ET "Krassimira Dafova"; the August 17 decisions to terminate the powers of the interim mayor St. Dulev, for the election of a new vrid mayor Ivan Lebanov and for the election of a commission for the transmission of attributes of power; the decisions of September 3 for the contests for managers of VKTV and Stroycom and for the revocation of the powers of the temporary mayor St. Dulev for disposition of municipal property. Under the LMSMA, the mayor of a municipality may contest a decision of the Municipal Council if it conflicts with the interests of the municipality and violates the laws.The challenge has a deferral effect and in order not to be adopted, half of the total number of councillors must vote against it again. The Operative Bureau of the Municipal Council decided the contestations of the decisions to terminate the powers of St. Dulev and Ivan Lebanov's choice not to be watched at all by the session, as they are under trial. For some of the other disputes, the 7-day period in which Mr. Dulev had to submit them was not met. Oil in the fire of the conflict also poured in the intention announced by the interim mayor not to pay the councillors' wages. The chairman of the Municipal Council, Nejat Kehayov, said at a press conference on September 17th that the reason was a failure of own revenues. So far, about 60% of non-tax revenues have been received in the municipal treasury and by the end of the year a deficit of at least 20% is emerging. The outstanding expenses as of July are about 320 thousand levs, Mr. Kehayov announced and added that his salary as chairman of the Municipal Council was paid. What will be the position of the municipal councilors will be seen at the upcoming session on September 29.
