17 municipal councilors filed a complaint to the District Prosecutor's Office - Pazardzhik with copies to the Appellate Prosecutor's Office - Plovdiv and the Supreme Prosecutor's Office - Sofia. Councilors from different political forces asked the district attorney for operational intervention on the actions of the interim mayor Stoyan Dulev in connection with the public procurement for the cleanliness and the contract for preliminary implementation signed by him with the company "Beev and Beev", which was not terminated despite the explicit decision of the Municipal Council of August 16, 2004. The complaint details the conduct of the public procurement; the previous decisions of the Supreme Administrative Court that "Beev and Beev" did not meet the conditions for participation; the failure to notify candidates for the conduct of the procedure; the signing of an indefinite contract by Mr. Dulev with "Beev and Beev" in violation of Art. 41 of the PPA; the definition of the Pazardzhik court for suspending the preliminary performance of the contract.
"Currently, two companies clean up the city and receive funds from the municipal budget for the same activity, which spending is illegal and against the will of the Municipal Council," the councilors wrote. They remind the Prosecutor's Office that because of the many negative and economically disadvantageous consequences for the municipality on August 17, the Municipal Council voted to suspend the powers of Mr. Stoyan Dulev. The councillors ask for operational intervention by the district attorney regarding Mr. Dulev's actions and for his removal, as by these actions he exceeded the powers delegated to him by the Municipal Council and they are a gross violation of the law.
Previously, according to a decision of the Municipal Council of 16 August 2004. The chairman of the Municipal Council Nejat Kehayov was obliged to refer to the District Prosecutor's Office the actions of the interim mayor Stoyan Dulev on the public procurement for the purity. For the time being, there is no information as to whether this has been done, as Mr. Kehayov is on leave and we have not been able to contact him.
There is no change in the situation with the cleaning of Velingrad by the two companies "Beev and Beev" and "Stroycom". The municipal firm is seriously concerned about how the municipality will pay for the work done. Since the municipal leadership does not provide clarity, last week the manager of Stroycom Eng. Todor Kyutov has asked in an official letter submitted through the registry office of the municipality and is waiting for an answer.
