Investors ready to finish the Cultural House

The new owners of the Cultural House from Horos Ltd. chose August 29 to publicly announce their intentions. At the press conference scheduled by the mayor, Dr. Dafov, the successors of Maslarovi, wished to attend, for the expropriation of whose property next to the Cultural House the municipality is taking a case to court. The mayor did not agree with their presence and invited only media representatives to his office. The company was registered 3-4 months ago in the Pazardzhik District Court, but now it is moving its registration to the capital. In it, Sofia businessmen Ognyan Glozhev and Veselin Grancharov share 37.5%, and the remaining 25% are of the municipality of Velingrad.
The intentions of the new owners of the Cultural House were announced at a joint press conference with the participation of the mayor Dr. Tsvetan Dafov, the firm's legal consultant lawyer Boryana Evlogieva and architect Krustyu Tanev. The owners themselves did not appear in Velingrad. Ms. Evlogieva clarified that the authorized capital of 1 029,000 levs was contributed by O. Glozhev and V. Grancharov, and the municipality participates with an in-kind contribution of the building and land. The founders of Horos were engaged in investing in construction, but the lawyer explained that she was not authorized to name specific sites of theirs. Their main intention is to finish the building of the Cultural House for a period of 3 years, and they themselves have an interest in working faster. The planned investment is 10 million leva and if implemented, it will be the largest investment in Velingrad so far. The building permit has already been granted by the municipality, as well as a construction line, the lawyer said. Since the end of last week, the fencing and securing of the construction site around the building has also started.
Arch. Tanev showed the idea plan of the future site. The existing building is preserved as two outbuildings are provided from the street. "Jundolska" where a new entrance will be opened and from the temporary establishments. The dimensions of the building will not change much, and the metal and glass will determine its type. There are 2 200 sq.m. built and about 9000 sq.m. unfolded area, and together with the outbuildings - 12,100 sq.m. The multi-functionality of the building will be maintained. In the basement there will be a sports and recreation center, on the first floor - a shopping center. The stage, which is built in the Cultural House, has the height of a 5-storey building. The idea is to form three levels at which a conference hall, an exhibition hall and a botanical gallery will be successively placed, which will receive light through the glazed roof. In addition, there will be a hotel part (in the current premises for dressing rooms plus the outbuildings) and a parking lot. The designers also offer the making of a pool or a fountain in the space to the park. A team of 12 specialists worked on the presented ideas, on behalf of which Arch. Tanev thanked the municipality for deciding to manage this co-ownership. It became clear that the previous design was by order of the municipality, but in practice it did not pay for the projects. Arch. Tanev explained that they had an agreement with the chief architect of the municipality of Velingrad T. Enev, with whom they connected collegial relations. From now on, she would pay Horos Ltd.
Asked how the investors were found, the mayor Dr. Dafov replied that he had made many contacts and that his acquaintances had connected him with Mr. Glozhev. The mayor addressed the three problems related to the completion of the Cultural House. The first problem is the relationship with heirs Maslarovs, whose restituted property falls into the plot of the Cultural House. Unlike successors Popovi, to whom Dr. Dafov again thanked for agreeing to a replacement, successors Maslarovi continue the court case with the municipality. While awaiting the court's decision, the municipality has issued a partial building permit, the mayor clarified. For the Chinars restaurant, he announced that the contract was being terminated. The pavilions around the building also have notices and their owners will have to dismantle them.
We hope that the construction will not be spoiled because of one piece of land, commented lawyer Evlogieva the case with the restored property of Maslarovi. She explained that their land is in a strategic location and therefore investors will do their best to agree. Even if they win the case, investors are unlikely to give up, negotiations are also underway to buy the land, the lawyer said. According to Arch. Tanev if the restitutes win in court, they do not have access to a street and will not be able to arrange a plot within the property. In such a case, it will enter into a complex servitude relationship between the two buildings.
After the press conference, a meeting between the mayor, the representatives of the investors and the heirs of the Maslarovs took place. The latter invited and insisted that journalists be present at the talks, but the mayor did not agree. After the meeting we also sought the opinion of heirs Maslarovs. They stressed that they did not accidentally want more publicity of the meetings, as they believe that different things are being said to the media and to them about the future of the building, especially on the issue there will or will not be a hotel part. According to them, the municipality does not have the right to issue a construction permit before the conclusion of the litigation. The heirs of the Maslarovs have offered investors two options for selling the property and have set a time limit for a response of 10 days. In the event that their proposals are not accepted, the court case for expropriation of the property continues with a meeting on September 17 this year. The heirs are also ready to file a second lawsuit against the new decision of the Municipal Council by which the boundaries of their property were moved. On this decision, they have lodged an appeal and expect the court to schedule a procedure.
