New tremors in local health care are brewing
On June 28, a delegation led by Vrid Mayor Atanas Vodev, the chairman of the Municipal Council Nejat Kehayov and municipal councilors went to the site to see the controversial premises between the municipality and "DCC 1" in the building of the former polyclinic. One of the results of the visit was that the "Private Property" patches, placed by "DCC 1" in the ground floor of the building, were removed. "Tempo" wrote weeks ago. With this, however, the ripe big problems in the field of local health care were not solved.
The first of these is when the microbiological laboratory will be operational. During the session of the Municipal Council on June 29 because of this question asked by Nadezhda Klyuchkova, there was a violent scandal. According to the manager of the municipal hospital "MHAT" Dr. Yordanka Savova, the question of who owns the premises of the laboratory - of the municipality or of "DCC 1" is still controversial. The same opinion was shared by the manager of DCC 1 Dr. Dragiyski, and the exact opposite was defended by three municipal administration employees, according to whom there is no doubt that the laboratory is municipal property. To search for a compromise option was announced the adviser Georgi Mihaylov: the laboratory to remain for use by "DCC 1" and thus to save the citizens to Pazardzhik, and in turn "DCC 1" to leave in its building the administration of the hospital. D. Mihailov recalled that the huge mess was involved in the privatization of the polyclinic and should not be blamed solely on Dr. Savova. The majority of his colleagues did not accept the idea of compromise and made direct accusations to Dr. Savova that he was protecting the interests of the owner of "DCC 1" Dr. Mikhail Tikov. Some of the councillors insisted to send a signal to the prosecution because someone has allowed himself to seal as "Private Property" premises of the municipality. There were also requests for dismissal of Dr. Savova and the municipal controller Dr. Maslarova because the decision of the Municipal Council to release the laboratory has not yet been implemented. The city council obliged Mayor At. Vodev to sign a contract for free use of the laboratory for 5 years from "MHAT" and the mayor asked Dr. Savova to submit a draft contract. It remains to be seen if this time the lab will finally work. The second big problem is related to DCC 1's request for construction of a new hospital, which will be an annex on two levels of 1 and 4 floors to the existing polyclinic. As a neighbour and co-owner, the municipality must give or refuse consent to the construction of the future hospital. The councilors reported that an investment would be very useful for the level of health care in Velingrad. Dr. Dragiyski announced that the investment will be of the order of 15 million levs and because of the very high requirements for healthcare after 2007. Many health facilities will be dropped. The hospital will be a plus for the city, stated Dr. Zdravka Maslarova. Firmly in support of the future private hospital was announced also the manager of the municipal hospital Dr. Savova. According to her, the municipal hospital will not suffer from competition and concerns about the bankruptcy of "MHAT" are unfounded. The time bomb for the bankruptcy of "MHAT" is set at the privatization of the polyclinic, Dr. Tikov holds the patient flow and will transfer it to his hospital, said Ivan Lebanov and proposed to put the photos of all who in the previous term have taken the decision to sell the polyclinic. Councillors postponed until September deciding whether to give consent for the construction of a new hospital. They will wait for the preparation of an analysis how this will affect the municipal hospital and whether it will not remain to serve only patients without health insurance and so be doomed to closure.
After long disputes, 37,600 leva were allocated for the already made repair of the hemodialysis. There are also serious doubts about the ownership of hemodialysis. Vrid Mayor At. If hemodialysis is not municipal, why should we repair with our money foreign property, asked Toma Pachalov.
