mer Hamza suspends decisions on interim mayors

"Fortunately or unlucky for me as a Velingrader, it fell to me to decide on this case," mer Hamza said at the start of his press conference on August 19. As motives for suspending decision 235, whereby the local parliament suspended the powers of the interim mayor Stoyan Dulev, Yumer Hamza pointed out violations of the LMSMA and Art. 90 of the Municipal Council's Rules of Procedure. According to Mr. Hamza and the lawyers of the district administration, an interim mayor can be elected by a simple majority, but a qualified majority of 2/3 is required to remove him. In this particular case, Stoyan Dulev was elected as V.I.D. mayor by 17 votes, but according to their interpretation of the LMSMA can be deposed by at least 20 votes. In addition, the requirement for a 3-day period from the submission of the resignation request and the vote on the decision was violated, according to the district administration.
mer Hamza also stopped the decision to choose Ivan Lebanov for V.I.D. Mayor of the Municipality of Velingrad. In his reasoning, he referred to art. 42, para. 2 of the LMSMA and stressed that the Municipal Council can only elect to this post any of the deputy mayors. In case the councillors overthrow Mr. Dulev, they are obliged to elect Deputy Mayor Recep Hodzhov, believes mer Hamza. (We recall that the candidacy of R. Hodzhov was put to a vote before Eve's. Lebanov and received a single vote).
Mr. Hamza also commented on the fact that under number 235 on August 18 there were two decisions of the Municipal Council - Velingrad. "I've never seen two solutions under the same number before. This is a problem of the chairman of the Municipal Council," said mer Hamza. He explained that one text of the decision was received in the district government, after which Nejat Kehayov had telephoned that corrections were required and another text was sent.
