Extraordinary Session on Taxes and Bansions in Rakitovo

On 22 January, the Rakitova parliament met in an extraordinary session on two topical issues: the determination of local taxes and fees and the forest problem, which we wrote about in the last issue. On the first point at the proposal of Mayor Georgi Mihaylov for the municipality were adopted the minimum fees, which, however, and in this form are impossible for small and medium-sized traders. For example: for a room for trade in tobacco products up to 20 sq.m. A fee of 3 leva was paid in 2000 and the current one is 150 leva. And as an additional tax axe, an additional 150 leva initial fee for a new license is also provided. In general - the situation, instead of getting worse, is becoming more tragic. Considering the situation in the local economy facts, the table with the new tariffs and the unemployment situation in the municipality, the councillors decided: in order not to hinder the work of the Municipal Administration and the Tax Office to vote the tariffs, but also to send a protest declaration to the Council of Ministers and specifically to the Ministry of Finance, as well as to the National Association of Municipalities. The declaration highlights the above facts. The meeting continued with consideration of two proposals by the Deputy Director of Rakitovo State Forestry Lazarina Statteva. The councillors decided to assign the authorities of illegal construction and the Mayor of Rakitovo Municipality to take all necessary measures to stop all illegal construction of bansions with motivated orders. In addition, the municipality to take measures in connection with the issuance of orders for the removal of illegal constructions by the head of the Regional Directorate National Construction Control - Pazardzhik. The second proposal was the Municipal Council to assign to the mayor the issuance of an order that would oblige the Municipal Administration not to serve citizens of the municipality who have issued penal decrees under the Forestry Act. This proposal was not accepted. The motives of the councillors were that the request is not lawful, and the forest management is not subject to the Municipality.
