How the general development plan of the municipality is implemented

Directorate "TSUSA" at the Municipality of Velingrad presented a report on the implementation of the general development plan of the municipality for 2001. The authors of the report are the specialists from the directorate headed by the chief architect Todor Enev. The report presents with significant cuts:
The historical reference made indicates that the oldest plan of the central part of Velingrad was adopted in 1912. by decree of Prince Ferdinand. In 1929. By decree of Tsar Boris III, the scope of regulation was expanded and a center was formed. After the unification of the three villages, a plan for street regulation (1955), a plan for courtyard regulation (1957) and a plan for the Central City Area (1966) were adopted. The current detailed building and regulation plan of the central city part is from 1978, and for the rest of the city - from 1983. CADASTER In 1995. a contract is signed to fill in the Cadastral Plan of Velingrad between the municipality, ET "Buchkov 91" and ET "D. Belinchev". Since then, the development has not been accepted, the submitted graphic materials have not been approved, have not been announced to the owners and no sketches can be drawn from them. With the adoption of the new Cadastre Act and ZUT, the graphic information in the plan is necessarily used in digital form (with computers) by the Technical Service Registry Judge, the notary, the police, the Tax Service, the Fire Service, etc. By order of 11 October 2001. The cadastral plan with a digital model of Velingrad has been adopted and its approval by the Minister of Regional Development is forthcoming. 1 October 2001. The last 6-month period for straightening the boundaries of the properties and assigning parts of them to neighboring properties has expired. Now the reverse process is enabled and it is important for the owners to know that according to par. 8, para. 1 of the ZUT: "The municipal administration ex officio amends the yard regulation plans at the written request of the interested owners by putting in compliance the new internal regulation lines along the existing boundaries of the land properties." REGULATION AND CONSTRUCTION In 1992 and 1998. with the package of restitution laws, the heirs of the former owners were introduced into the already arranged, planned territory. Their properties were returned because they were expropriated for some socially significant event, but in the city's plan of the expropriated property the purpose was not changed. This omission of the municipal Technical Service led to a mass return "within real limits". Justice for the owners prevailed, but what happened to orderly and planned urban territory? The examples we all see: in Kindergarten "Slanchitse" - construction of a residential building; in the Cultural House - returned properties of 2 branches of heirs in the building itself; in Yundola plant, Chepino beach plot for a sanatorium "Working villagers", almost in all parks - restitution. In 2001 Publicly significant regulatory decisions have been made: * The park under the "Palace" in the quarter. 198 was an old one in the plan "For a holiday home of trade unions and a pioneer home". It is now with a new assignment "For Park". * Through the Kremuchna Banya, which is a monument of culture, the plan was to pass a road, feeding parking to the Summer Cinema and silent landscaping with an area of 1925 sq.m. Now the planned road and parking are cancelled, a plot of land is allocated "For park and bathroom". * Plot "For Chitalishte" in the district was allotted. Ledgene to obtain the board of trustees with a deed. * All 121 items were covered and mapped. temporary outlets and now users can legally carry on their business. * Plot "For herbal production" in m. Buchimish, with whom the municipality is partnering on a PHARE project. * A plot was regulated with an assignment "For an ethnographic open-air museum" in the quarter. Chepino, for which a construction solution is pending. Regulated decisions concerning religious activities were made: * The urban base of the building of the Muslim Board of the Market was changed. A new standing and assignment "For housing and shops" was changed to "For administrative, public and business services". * A new plot of land "For Orthodox Chapel" was set between the Kremnic Bath and the Summer Cinema * In m. The report presents in a detailed table the green system of Velingrad, covering 156.84 acres. The existing landscaped areas as planned for other events are 38.41 acres. Unused until 2001. areas allotted for landscaping are 18.95 acres. A total of 15.20 acres have been restituted in the existing landscaped areas. ILLEGAL CONSTRUCTION In 2001. a total of 58 constructions were found in deviation from the building norms. BUILDINGS - MONUMENTS OF CULTURE On the territory of the municipality of Velingrad there are 60 no. monuments of culture - architectural, historical and artistic. They were to be updated in 2002, as well as their designation in the city's plan.
