Mayor Stoyan Dulev appealed his suspended sentence of 1.5 years imprisonment to the Plovdiv Court of Appeal (PAS). The sentence was issued on 9 January 2006. by the Pazardzhik District Court in a criminal case in which Mr. Dulev was found guilty because of his unlawful contract with Beev and Beev for the garbage disposal of Velingrad. The mayor appealed the verdict within the legal 14-day time limit. If he had not appealed, Stoyan Dulev had to leave the mayor's post, as he has no right to hold the office with an effective sentence. While the appeal is ongoing, the criminal sentence is not considered to have come into force.
On the appeal of Stoyan Dulev, the Plovdiv Court of Appeal has opened a criminal case - 00068/2006. It is still waiting to be set the date on which the trial will start. The verdict of the appellate judges will not be final because it can be appealed to the last instance - the Supreme Court of Cassation.
