At a press conference on the occasion of the first 100 days of his reign, Mayor Stoyan Dulev announced that he would consider whether to appeal his suspended sentence of 1.5 years imprisonment. The verdict was handed down by the Pazardzhik District Court on 9 January 2006. on the occasion of the contract with Beev and Beev for the garbage disposal of Velingrad from 2004. Stoyan Dulev did not answer unequivocally whether he would appeal the verdict or not. The issue is extremely important because it depends on whether the municipality of Velingrad will not find itself again before a mayoral election. Upon entering the sentence into force, according to ZMSMA, Stoyan Dulev lost the right to hold the mayoral post.
If, within the 15-day legal deadline, the mayor appeals, the sentence will not take effect while court proceedings are ongoing. And they can go through two more instances - the Plovdiv Court of Appeal and the Supreme Court of Cassation and so with the known delays to win a long time until a final and non-appealable decision. In the event that the mayor decides to appeal, he will have to fight not just for the reduction of the sentence, but for its cancellation. If the sentence is only reduced, it will not change the case that the mayor will be convicted - that is, he cannot remain in office again.
