Exactly 100 days after his official inauguration, Stoyan Dulev gave his first press conference to the local media. On 12 January 2005. he together with his deputy Recep Hodzhov made a report of the work done for the symbolic 100-day period:
CONSEQUENCES OF DISASTER
Removing the severe consequences of the August floods was the first task for the new mayor, who started work on October 4, 2005. Normalized and open is the road to Tsvetino; with the help of the army, the road to Grashevo was also released; retaining walls of Bistritsa and Kleptuza were built, Stoyan Dulev reported. Thanks to the work done, the clearing of the riverbeds, heavy rain on December 30 did not lead to serious collisions. After it, a levee has already been built in Draginovo, so the likelihood of flooding of residential buildings is reduced. At the visit of the Regional Governor on December 30, 2005. an agreement has been reached for the district government to act for approval of the project for the construction of collectors of the Chepinska and Mutnitsa rivers.
The municipality of Velingrad still owes BGN 720 000 to companies that have carried out various emergency activities after the summer floods. The money is expected from the National Disaster and Accident Commission. Due to inappropriate weather conditions, work on the Pashovo-Krastava road was temporarily suspended, for which more than BGN 800,000 has been allocated. So far only 150,000 leva have been used. THE MUNICIPAL PROPERTY
As early as October last year, the municipality had sent letters to 30 companies owing money under contracts for the use of municipal property. Most have covered their debts, now the debtors are 6.
At the insistence of citizens and with a decision of the Municipal Council, the municipality started negotiations with the Ministry of Health for the acquisition of the ownership of three state baths - Velyova, Kremuchna and Syrna. Although the municipality has also sent a reminder letter, so far there has been no response from the health ministry. The same is true with the request to the Ministry of Ecology to transfer the warm mineral waters to the municipality, as well as with the proposal that schools should not pay for the hot water for heating.
Stoyan Dulev reported that what was done was necessary to preserve Fantasia kindergarten. With a decision of the Municipal Council, a procedure for expropriation of the private plot was started, and two new crib groups were revealed in the garden. Finally, the competition to rent out the unfinished store at the Cooperative Market is over. The winning company Bakery and Confectionery even has the idea to install a new small line for baking bread and bakery products on site and thus expand and improve the assortment. EDUCATION
Mayor Stoyan Dulev expressed astonishment that in the public procurement for the supply of wood and coal for heating the schools conducted before his term, the quantities were twice less than usual. However, there is no crisis and the educational institutions are heated. A success for the municipality is that the renovation has finished and the Day Care Center for Children and Youth with Disabilities is already in operation. A program for the integration of the Roma minority was adopted, the school football games were held.
As new initiatives of his team Stoyan Dulev pointed out the solemn celebration of the New Year in the central square. Although 70-80 people gathered, it is good that we have set the beginning, the mayor believes. The other novelty is that for the first time the municipality managed to get a car as a gift - after signing a 5-year service contract "Raiffeisenbank" gave free of charge to the municipality a new "Peugeot 407".
The mayor noted the lack of much interest from businesses in the meeting, at which the local government invited businessmen on the eve of the New Year holidays. According to the mayor, businessmen are still worried that at such meetings the municipality will ask for money.
The activities of the other departments over the past 100 days were also reported: the tax specialists have served nearly 10,000 citizens, the registry office has processed 4,300 documents, the European Integration Department has applied with the famous project for the hospital to the Japanese government, there are no complaints from citizens from the work of the TSU Department. The procedure for the preparation of the cadastral plan of Kara Tepe and the general development plan of Velingrad has started, a project for the landslide under Elbrus is being prepared, designers from Plovdiv have been selected in the competition for the Vic-network, added R. WORKING WITH THE MUNICIPAL COUNCIL

"No politician has risen if he has not been tried" - these words of the lawyer-politician Atanas Zhelezchev were recalled by Mr. Dulev in response to a question how the verdict will affect his political career. According to the mayor, the verdict would not be such if there was political power behind it, but there was none, although some take credit for his election as mayor.
Asked if there was a conflict between him and DPS MP Fidel Beev, Stoyan Dulev replied that there is no conflict - he is mayor, Mr Beev is a member of parliament. And on the question of how the verdict will affect his relationship with the Municipal Council, the mayor is of the opinion that these are things from a previous period and will not interfere with his work with the local parliament. The city council could have asked for his removal from office in the case, but it did not. The court and prosecutor's office also did not request removal. I have not spoken to the municipal councilors, but we will work in the legal order, Stoyan Dulev predicted.
As a paradox, Stoyan Dulev pointed out that in the case of the Cultural House the municipal property was donated without a single penny, but no one was responsible. While he wanted to save municipal money and was responsible. The municipality does not have the necessary compensations under the contract 5 million leva and cannot do anything for the Cultural House until the prosecution and court do their job.
The mayor's team's main hopes for a fresh flow of funds into the municipal treasury are now focused on the sale of the workers' dormitory in the plot in front of the hospital on bul. "Unification".
