Mayor: We will try to pay salaries on time

595 300 leva is the credit indebtedness of the municipality of Velingrad as of September 30, announced Mayor Tsvetan Dafov at a briefing last week. Over BGN 290,000 of the total amount are debts of the Multiprofile Hospital for Active Treatment (MHAT) - mainly for electricity, water, fuels and medicines. The municipality's liabilities of 302,166 levs are within the norm of the budget deficit (under the current budget the municipality can afford indebtedness within 830 thousand levs

). The municipality owes money mainly for water, fuels and social payments. The municipal budget also weighs the sum of 185 000 leva paid cash by the municipality as a solidarity person in the lawsuit against Dr. V. Blagova, so that the hospital's accounts are not blocked. The municipality hopes that this amount will be raised by the Ministry of Finance in the second half of this year. The mayor committed the municipality to do everything possible to pay the budget salaries on time. It turned out that the August salaries in the budget salary were paid with a domestic loan, not with a subsiya from the state budget. Wage delays, as happened in September, are not excluded, and last year's "extras" such as the 13th and December salary will not be, said Dr. Dafov. Also commented was the infamous paragraph 22 of the Budget Act. According to him, municipalities that have overexceeded their tax revenues should return money to the budget. The municipality of Velingrad has such an over-execution of the amounts collected from taxes. According to the mayor, the Tax Office artificially lowers the expected revenue to account for work done, and then the municipality is in the paradoxical situation of returning money from taxes. Better coordination is needed in the formation of the budget, believes Dr. Dafov. While waiting for the Ministry of Finance (MF) to make an analysis of the state treasury for the 9-month period, the municipality has launched a request for an interest-free loan from the Ministry of Finance and for a loan from Bulbank, on which work is about to be finalized. At the briefing, the mayor announced that in an oral conversation, construction boss Dimitar Barbukov had given up his intentions to finish the Cultural House and withdrew from all companies with his participation. The municipality is considering the idea of all temporary retail outlets getting a place on the first floor of the building and not paying rent, but to equip and develop the place as a shopping center. New investors are also sought as the municipality can react in a very short time, as the evaluation of the municipal participation in a future joint company is ready. The mayor told about his meetings during the week with representatives of the Local Government Initiative, guests from the Dutch government and from the Christian Children's Fund of Great Britain. In front of all of them are presented the projects the municipality is working on. The Dutch have proposed economically to end the heating with coal in Velingrad by setting up an enterprise to produce cheaper and environmentally friendly coal from bran.
