On 24 September, the Ministers of Agriculture Mehmed Dikme and Interior Georgi Petkanov officially launched the new system for monitoring the forest points and tracking the movement of timber. The system of video surveillance cameras and computers in a network started for the first time in the Pazardzhik region under a pilot project, whose technical contractor after winning a competition became the company "Omega net".
The opening took place at the forest point in Varvara, where in addition to the two ministers attended the Deputy Minister of Forestry Meglena Plugchieva, the Director of NUG Ilko Simeonov, the Head of RWG - Pazardzhik Mehmed Veliat, the Regional Governor Ivan Dimitrov and his deputy Yumer Hamza, the Head of the Regional Forest Directorate - Pazardzhik Regiment. Stoitsev, the mayor of Pazardzhik Ivan Evstatiev and others. The system now operates at 8 forest points in the district: two in Velingrad and one each in Rakitovo, Sarnitsa, Varvara, Peshtera, Belovo and Prevala. The video cameras track the movement of the timber. The idea of placing them was first given by Minister Petkanov in August 2002. in Velingrad. Forest employees passed a training course and already all the data from the transport documents are entered into the computer system and arrive in real time at the RUG. This allows for serious control over the movement of timber.

The experience helped Omega Net to develop the project
Mr. Nikolay Kazaliev is one of the five members of the young team of the Velingrad company Omega Net, which developed the software and implemented the technical part of the pilot project for video cameras and computer network of the forest points in Pazardzhik region. After a successful launch on September 24, he answered a few of our questions:
- Mr. Kazaliev, such software is made for the first time in Bulgaria, the technical implementation of such a project is also an ambitious task. What were the main difficulties that Omega Net overcame?
- The difficulties were before the project. Our company has been engaged in data transfer for the purpose of delivering the Internet for quite some time, and therefore the area we had to cover was known to us as places of connection. The project was something new for us and for the whole country. The experience we gained in previous years of work has helped us now in the technical implementation. For the software implementation we have more ideas yet to be implemented. The biggest problem turned out to be staff training, as the employees who now work with the equipment and software had not worked with computers, and this created problems that had to be fixed in a timely manner.
- What will be the effectiveness of the new control system? Can video cameras and computers handle the forest mafia?
- The project is a pilot just to see what the efficiency will be, to get information about the movement of the material, about the companies that buy and sell, about the type of timber, etc. Effectiveness will be sought in several directions: First, as a preventive measure and isolation of the subjective factor. The system allows direct control over the work of employees, because the points are monitored simultaneously by the RWG and the RHD, without their experts having to come to the site, but remotely. There is a direct audio link throughout the area.
Secondly, it is impossible for a ticket with the same number to pass several times, as has happened so far. Once entered into the database, the ticket cannot be repeated.
Third, the system has a large positive effect in terms of marketing and analytics. Without taking the time of employees, data can be used and analysis performed. This saves a huge amount of work by digging through archives, and mistakes are possible even then. As a consequence of all of the above, it is logical to expect that the system will reduce the cases of irregular documents, illegal exports, etc. Other effects will be tested in the process and everything will be analyzed before introduction across the country.
- The two ministers praised the project. What are the prospects?
- The two ministers spoke in favor of the project and its expansion into the neighboring districts of Blagoevgrad and Smolyan. Minister Petkanov specifically drew attention that the system should be implemented in Blagoevgrad region because there are the biggest violations.
