Personal and party interests entangled more the case "Stroikom"

Nearly 100 Stroycom workers came to the session of the Municipal Council on May 19 to demonstrate their support for the manager Tanya Goncheva, whom Mayor Fidel Beev requested to be released.
Mr. Beev and Mrs. Goncheva laid out their positions before the councillors (we publish their statements separately with the clarification that what Mrs. Goncheva said was sent with vehement applause from the hall, and Mr. Beev commented that he would not talk about lies).
The exec Dr. Dafov explained what he had imposed in 2003. to conduct a public procurement that is waiting for the decision of SAC and it is better just before the summer season not to create a vacuum in this important municipal firm. As the issue was long debated in committees as well as in the public domain, there were no debates in the House before the vote. 15 councillors - exactly the minimum required, supported the mayor's proposal to release Eng. Goncheva: 5 councilors from BSP and DPS, 3 from the group of the Green Party (Stroycom worker Stefan Asenov was against), 2 from BZNS.
The chairwoman of the Economic Commission Boryana Belukhova from NMSS explained why she voted against: once again, as with VKTV, the mayor asks the councillors for 3 days to make a decision based on his observations and conclusions, without having the opportunity to personally verify the actual situation of things. Mrs. Belukhova returned to the words of BSP adviser Zavarin Marov at the first session when he said that he was ashamed to be in this local parliament. To his teacher B. Belukhova said that she was ashamed too - because of him. The human downfall may take an egregious size, the decisions in this Municipal Council will obviously be taken this way, and Velingrad and all of us deserve our mayor, Ms. Belukhova summed up, applauded by those present.
An unheard-of situation has come about with the election of a new manager of Stroycom. The DPS proposed for the post of Eng. Malek Kertov, but it turned out that he was not present. Nejat Kehayov explained that Mr. Kertov had to travel to Plovdiv because of a housing problem. But the advisors did not accept to give support to a person they have not seen and are not aware of his managerial experience and concept of enterprise development. "If this one doesn't do his job, he will go too!", Mr. Beev made an attempt to get out of the situation. Most of the councillors were adamant that it was not normal to set precedents to vote like this. Zavarin Marov said that he had a clear conscience about his own morality, but the fate of Stroycom was predetermined by the previous Municipal Council and by the committee that ranked the municipal firm third in the order (in the first place was Beev and Beev - ed.). The culprit for this state of Stroycom is another, said Georgi Mihaylov and, referring to Nikola Deliev, asked who started privatising the company and where was the BSP then? At the vote, only 8 councillors (DPS and the Green Party) were for Mr. Kertov's candidacy. It came to a dead end as the municipal firm could not be operated without a manager. Nejat Kehayov ignored the rules and gave a break, during which the mayor held stormy consultations with the BSP, MRF and the Green Party. From these came the proposal that the councillors should authorize the mayor to designate a W.I.E. manager, but under the Commerce Act this is a right solely of the Municipal Council. Mr. Kehayov proposed on May 26 to convene an extraordinary session for the election of a governor. However, the question arose as to who will sign until then, as wages have to be paid on May 25. Eventually, at the suggestion of Dr. Dafov, it was decided by May 26 Eng. Goncheva to continue to perform her functions as manager. Mayor F. Beev explained to workers worried about their wages and future that they are delusional: "You will be working, you will be paid and no one will cut you," he said in contradiction to his signed request for the release of staff because of an upcoming signing of a contract with "Sheele". With regard to such a contract, Mr. Beev stressed that it will be there only if it protects the interests of the municipality. This prompted Stroycom workers to ask him who would protect their interests to keep their jobs, to which the mayor replied that he could not order a private firm to hire someone. "There is also an option not to sign a contract with Cheele," the mayor repeated.
By the new session on May 26, the people in the firm were more than seriously worried and disappointed that no one complied with their pain whether they would be left without a livelihood. In turn, the municipalists realize that after what was said before the session by Eng. Goncheva the situation is changing and they also have to take their responsibility for the processes in the municipality.
