Lydia Shuleva: Let's join efforts to build the infrastructure in the municipality

On August 20, in order to get acquainted on the ground with the situation and ready to assist the municipal leadership, in Velingrad was the people's representative from NDSV Lydia Shuleva. At the meeting with Vrid Mayor Atanas Vodev our co-citizen brought a personal donation - sleeping sets designed for the most destitute 17 families from Velingrad. Ms. Shuleva also answered several questions regarding the dire situation in the municipality:
- Mrs. Shuleva, what is your opinion on the situation in our municipality and why, although you are not a member of parliament elected with the list of Pazardzhik region, you are helping Velingrad?
- I want to express my deep sympathies to all who have suffered. No one is insured by such a element, but at such moments human empathy is manifested. I think there is no indifference to what has befallen Velingrad and other places in the country. Usually, when there is such a disaster a person feels deeply unhappy and affected - why exactly him and why now. And somehow everything that is done seems to him insufficient. That's understandable. It's a big organization and a lot of money. After all, when it comes to damage, I think the most important thing is good organization. What needs to be done is a fast and tight organization to use all the possibilities for financing. The government has allocated 180 million, and 120 of them are provided through projects by Public Investment Company primarily for reconstruction and construction of ifrascructure. I talked to the temporary mayor about the ways to apply, we arranged a meeting in Sofia for conelithizing in detail, because the money is both a lot and a little. Those who quickly make projects will be able to take from this money. But those who fail will regret it. It is necessary to unite our efforts and the municipality of Velingrad to start building this infrastructure, to prepare projects for application to the company and to receive funding. The next important thing is the presence of powerful construction firms to absorb these funds. This is also a big problem
- It was commented that the processor for this funding would be relieved?
- Yes, from a conversation with the CEO of the Public Investment Company, it became clear that the procedure was relieved. For some of the sites, detailed designs for repair or reconstruction will not be required. But where it comes to the construction of new engineering facilities, projects will be needed and it will take a little more time to develop them. The problem is bigger with municipal roads - the mechanism for work and application is not so crushed as in the particular case with the Roads Agency, which has already deposited projects and actually works.
- How would you comment on the fact that one of the main reasons for the situation turned out to be the uncleaned riverbeds?
- Not cleaning the rivers is not a problem from yesterday, but from a long time ago and its underestimation led to serious damage. I looked at the documents concerning the municipality of Velingrad in this connection and its request for cleaning to the Basin Directorate and the Regional Administration. Indeed, there is a procedure that requires application under the general order, because with the cleaning is also carried out extraction of inert materials. At the moment, no procedure was created for the emergency cleaning, there was even a case in which the Plovdiv regional governor had issued an order for cleaning of Maritsa and it was given to a prosecutor, but it was this violation of the law and the partial cleaning that helped the water not to take Plovdiv. However, the law does not include the admission of emergency cleaning, and such cleaning should not be considered an emergency, it must be planned and uninterrupted. We can't not clean the riverbeds for 20 years and then when disaster strikes, you want this to happen in an emergency. But it doesn't prevent a legislative initiative and a similar emergency mechanism from happening.
