THE COMPETITION FOR "VKTV" IS DELAYED
Ekaterina Kaferinova made a proposal to amend the decision for the competition taken in March 2004. Mrs. Kaferinova emphasized that there is the Ordinance for exercising the rights of the Municipality of Velingrad on the municipal part of the capital of the commercial companies. According to Art. 13 of the Ordinance, the Municipal Council elects the manager, determines his remuneration and discharges him, and the mayor does not have such powers. The municipal council has the right to elect and dismiss a manager and without competition - a power that a mayor of a municipality (even a holder with a mandate, not a temporary one) by law does not have. The changes were enshrined in the new text of the decision, according to which the holding of a competition for manager of VKTV is postponed and 5 municipal councilors will participate in the committee. Controversy caused the fact that Toma Pachalov made a proposal on who the five councillors should be, including the former manager of VKTV Atanaska Hrischeva. From the hall followed a statement by Mr. Bosnev that he could not negotiate political appointments and that it was seen for 4 years. where they lead. Mr. Bosnev attacked Mrs. Chryscheva that the now running check in VKTV will show thousands of levs missing. In another statement, a citizen was asked to enter into the committee competent advisers with experience. Green Party adviser Dimitar Gadzhev proposed a roll call vote, and Nikolai Taushanov from the same party was also proposed as a member of the committee. The committee selected the initially proposed ones: Venko Bozev, Ibrahim Mandraji, Atanaska Hrischeva, Stefan Asenov and Nadezhda Klyuchkova. The date for the contest has not yet been determined.
DULEV HAS NOT TERMINATED THE CONTRACT WITH "BEEV AND BEEV"
Two months ago, the councillors voted Eng. Todor Kyutov to be the manager of Stroycom until the completion of the judicial procedure and decision of the Municipal Council. Although the local parliament has not made a new decision to hold a competition, interim mayor Stoyan Dulev announced it ten days ago. Asked on what grounds he did so without a decision of the Municipal Council, Mr. Dulev replied that according to him the court procedure was over (de facto there is a ruling of the District Court, which suspends Mr. Dulev's order to conclude a contract with "Beev and Beev" and a court procedure is ongoing).
The interim mayor has no grounds to announce a contest for the manager of Stroycom, said Zavarin Marov. He recalled Mr. Dulev's "innovations": competitions were held without the participation of municipal councilors and contracts were signed by the evening. "We're working well," St. Dulev, "Gas the law like an elephant in a greenhouse," replied Z. Marov.
The main concern of the councilors was that in Velingrad continue to clean the two companies "Stroycom" and "Beev and Beev". "We charged Mr. Dulev to terminate the contract with Beev and Beev, but this was not done. That is why we doubt his loyalty to the municipality, but not his loyalty to Beev and Beev's corporate interests, said the councilor Alexander Daskalov.
Stoyan Dulev surprised the councillors by announcing that he had returned the decision made by them, recommending him to terminate the contract with Beev and Beev. The contract is not terminated, there is a notice of 6 months in it, Mr. Dulev said. It turned out that even the chairman of the Municipal Council Nejat Kehayov still does not know that the decision has been returned. The councillors judged that the problem was extremely important and put it further on the agenda. Then by 17 votes in favor (including Mr. Kehayov) Stoyan Dulev's request to revoke the decision was rejected. With that, the case studies surrounding the city's cleanup didn't end. In a letter to the Municipal Council, the manager of Stroycom reported that on August 31, the company received a request from Beev and Beev to deliver 213 Bober containers for a monthly rent. The request of "Beev and Beev" is under item 10 of the contract signed by Stoyan Dulev, which Nejat Kehayov said is in violation of the ordinance and only the Municipal Council can order the requested containers. The councillors voted that they did not provide the 213 containers to Beev and Beev.
Hanging remained the valid issue of payment of cleaning activities for August. Stoyan Dulev said that he was not prepared to answer who is the municipality's designated investor for Stroycom, but that for August not a single lev has yet been paid and will be paid "on legal documents".
THE TEMPORARY MAYOR WITHDRAWN POWERS
The situation around VKTV and especially around Stroycom tipped the scales and a decision was reached to revoke the powers of Stoyan Dulev to dispose of municipal property. Against what Eck did. Kehayov also asked to first look at the decisions already made and see if this would not stop some of them. With 16 votes in favor, the powers were revoked, 6 councillors from the DSP and the BZNS abstained, and 4 from the Green Party were against.
At the end of the heated session Ek. Cafferinova asked for the floor for a deliberate statement. From the rostrum, she announced that she insisted the chairman of the Municipal Council Nejat Kehayov to refute the accusations in some media that municipal councilors had falsified a decision of the local parliament (with the case c. "Tempo" introduced in detail in Br. 35). We have not corrected a decision, but have specified the text so that it meets the will of the Municipal Council; if we have faked it, why Kehayov signed it, asked Mrs. Kaferinova. Mr. Kehayov replied that this would not have happened if the Rules had been followed and there was a written draft decision. Z also intervened in the dispute. Marov, according to whom the deputy governor Yumer Hamza was dishonest in the case.
The decisions by which the Municipal Council imposed control over the powers of the temporary mayor are a fact. It remains to be seen whether the will of the local parliament will be fulfilled or whether we will turn again on the familiar spiral with returns of decisions and intervention of the Regional Government.
