Majority revotes to stubbornness

28.04.2009 09:08 •
At an emergency session on 21 April, the 16 DPS, BZNS and IMRO councillors re-voted their decision to include new streets in the blue parking area.
The decision was challenged first by Mayor Ivan Lebanov and then by Regional Governor Georgi Petarneichev as illegal. During the session, the mayor once again pointed out his arguments: by law, the Municipal Council has no powers over the management of municipal roads and the determination of blue zones.

With its decision, the majority seized functions of the mayor of the municipality in violation of the legal provisions. Mr. Lebanov proposed to organize a public discussion about the blue zone and the topic of parking in front of the hotels and in the city center. The problems are many, but they should be viewed in a complex way, not solved piecemeal.
Are we going to play courts again and play stubborn, asked her colleagues from the majority councilwoman Ekaterina Kaferinova. She insisted on upholding the law and the decision to overturn it. Stop the confrontation, called also the chairwoman of the civil association "Let's work for Velingrad" Sofia Klyuchkova.
Not a single majority councillor spoke out in favour of the contested decision. Only the chairman of the Municipal Council Mustafa Djambaz asked whether it was normal in front of some hotels to have a blue zone, and in front of others she did not get an answer that this is precisely why the problem needs to be solved in its entirety. After the controversial decision was confirmed with 16 in favor and 12 against, Mayor Lebanov said that it was illegal and therefore would not be implemented. Which means that this will be another decision by the majority in the Municipal Council, going to the courtrooms.
