Dear fellow citizens,
We have the honor of living in one of the most wonderful places of Bulgaria, and I would say - of Europe and even of the world. Velingrad is a place with unique natural features - climate, waters, air, nature. Our mineral springs are an inestimable wealth.
And what do we do? We stand and weep that we have no enterprises. All of Velingrad is one giant enterprise. Every house in Velingrad is a potentially small enterprise. I have a specific plan. In 4 years we can turn Velingrad into a European tourist center. The twentieth century was a century of industrialization. The 21st century is a century of tourism and services. When we do tourism, businesses will also appear to serve it. And we have the chance, unlike many other tourist places in the world, to do tourism year-round. Here is my project: "Velingrad - a resort of four seasons".
How can we achieve it? It takes good ideas, money, start-up capital. And most of all, courage to begin. It's a shame to wail at these odds. Here is bread for all - for the city and for the villages.
Why should some be given and others stand and watch from the side, some fill their pockets and others wonder how to make ends meet. You'll object - what about start-up capital? However, how many of us realize that every house, fountain and yard in Velingrad is an undeveloped start-up capital.
I assure you: an opportunity will be given to anyone who wants to do something. Whether it's a hotel or two or three rooms for rural tourism - it doesn't matter. I will help everyone because I am sure that successful government is power through the people. The most important issues for the development of the city to be solved with the help of citizens. The mayor is obliged to know the everyday problems of the people. And what more serious problem than that of work and bread?
As for money, there will be money. It is up to us to present a good business plan and attract more investment to our end. Nothing serious can be achieved without order and security. The municipality will ensure compliance with all norms of order in agreement with the citizens. There will be no privileged to violate the laws and rules of conduct. I am convinced that if citizens get greater rights to organize life in the city, it will become better.
It is a fundamental right of every citizen to know what the money from the municipal budget is being spent on, and it is the mayor's duty to ensure financial transparency. Taxes should not be changed without solidly made accounts, and with the participation of civic structures. The budget of the districts should be evenly distributed throughout the year. Mayor Nikolay Deliev will be the mayor of all taxpayers, not for some mother, but for others - stepmother.
The people of Velingrad are proud people. The task of the municipality is to provide conditions in which people can live with honor and dignity. The improved living environment and greater security for us and our children will be the real show of respect for the citizens of Velingrad.
But the municipality needs the help of people with morals and civil conscience. I will cherish every citizen's initiative. It is important to think ahead and have long-term goals - personal and for the city as a whole. The time has come to step up and develop our city for the better. That we too can live better in our Velingrad by turning it into a resort of four seasons. Bulgaria opens to Europe. And we need to know what we want to achieve so that we can actively engage in pre-accession programmes and funds. Because no one is going to give us any money. We need to come up with clear views and proposals and with one big and well-written business plan. The criteria for providing financial resource will depend on the local initiative of the people. The logic is very simple: what is good for every person in the city is also good for the city itself.
