Two strips marked "Private Property" and a stamp of "DCC 1" are placed on the door in the ground floor of the former polyclinic. Behind this door are the premises in which until December 31, 2004. The Microbiology Laboratory was operating. This is the situation nearly half a year after the owner of the laboratory HEI - Pazardzhik transferred it free of charge to the municipality and almost two months after the Municipal Council in turn transferred the laboratory to the municipal hospital "MHAT - Velingrad".
The decision of the Municipal Council was taken after a long and sharp discussion. Forecasts that it would be suspended by the District Authority did not come true - the decision came into force as early as May. But the lab's premises are sealed and nothing is being done to make it work. In vain, patients leave samples for research at the laboratory counter in the hope of saving themselves a trip to Pazardzhik. At least for now, those in need of a microbiological examination or a health booklet have no chance to do so in Velingrad. The situation is stalemate: DCC 1 claims legal ownership of the premises, it is alleged that there is an error in the deed of ownership. MHAT-Velingrad, on the other hand, are worried that because of an exacerbation of the dispute they may be forced to leave the premises they use against rent in "DCC 1". The managers of the hospital Dr. Savova and of "DCC 1" Dr. Dragiyski are unanimous that the decision of the Municipal Council brings tension in the otherwise excellent interaction and cooperation between the two health institutions. Many doctors also seem to be of the opinion not to spoil the too close and intricately intertwined links between "MHAT" and "DCC 1" that have been created under the market health reform. An additional touch is the fact that a procedure for building a hospital in the private plot of "DCC 1" is underway.
Vrid Mayor Atanas Vodev has decided to seek a way out of the stalemate at a round table with the participation of doctors, advisers from the Health Commission and municipal property specialists. The round table will not pass without surprises, especially if the contract for the sale of the municipal polyclinic in 2001 is finally made public. and see in black and white who owns what parts of the building.
The eve of this roundtable is the right time for an appeal that will probably sound too idealistic against the backdrop of the blatantly market situation in our health care. Appeal doctors and municipalists to think about the health of the people of the region, about how to be more comfortable and useful for needy patients, about how to quickly recover proved the need for their existence healing units. It is obvious how many interests are involved around the hospital and the polyclinic, it is obvious that these interests have their protectors. But let the venerable medics and municipalists finally take into account the interest of the citizen - one who supports the health system and guarantees the salaries of doctors with his contributions and who pays the salaries of municipal councilors and employees with his taxes.
