The Chairman of the Municipal Council Nejat Kehayov called a meeting of the Operational Bureau on March 26. The main topic was the issues surrounding the fate of the municipal enterprise Stroycom Ltd. after the public procurement for cleaning and landscaping. The order was won by Beev and Beev Ltd. and Stroycom remained third in the standings. In this situation, the municipal enterprise with 115 employees remains without a main activity, and the municipality has to stop payments to it for cleaning and landscaping.
What to do? The councillors were unable to find a definitive answer to this question. Nikola Vetsov stressed that they have gathered to play the role of rescuers of Stroycom. He asked: if we wanted to keep at least part of the municipal company, why did the contracting authority (Velveda Municipality in the face of the mayor) not leave a loophole in the competition conditions in which the overall activity of Stroycom is included? Ekaterina Kaferinova also reported that even with the announcement of a public procurement, things were not considered, because every competition carries risks. She insisted that the Municipal Administration give an option for the fate of Stroycom for the councillors to discuss.
The meeting was attended by Diana Barakova, Chief Inspector, who announced that she was authorized by the Mayor Dr. Dafov to bring additional clarity on the public procurement itself, but not on the question of what will happen to Stroycom. Later, Deputy Mayor Snezhana Veleva joined the competition committee and explained how the ranking was done. But the general opinion of the councillors was that they did not contest the procedure or the ranking, and their goal was to decide what would happen to Stroycom.
The manager of Stroycom Eng. Tanya Goncheva pointed out two options: liquidation (which means payment of 2 salaries and compensation of workers) or drastic reduction of staff to a minimum and sale of property. Against the liquidation option was N. Vetsov, according to whom the white bayryak should not be lifted and the enterprise should be guarded. The same thesis was advocated by Nikola Todev: Stroycom has greenhouses and a nursery, it can also apply for a concession of mineral water as a municipal company. For already missed option recalled Mr. Babuchi: when 14 months ago before the Municipal Council spoke the representative of "Sheele" for Bulgaria, he was adamant that the German company would take care of the cleanliness and landscaping together with the municipal "Stroycom" and that this is a practice that they use in many Bulgarian cities. But then a large part of the advisers did not understand what it was about, and now Sheele-Bulgaria remained in second place in the standings and the chance to keep Stroycom was lost. "On "Sheele" only her name is this, see how they cleaned in Pazardzhik in the big snow!", opposes the public procurement winner Fidel Beev. His statement brought a dose of reassurance among the councillors because Mr. Beev stressed that he would not "import" workers from anywhere and that 90% of the now working in "Stroycom" would work in "Beev and Beev" Ltd. If they work properly, they'll stay, but if they've worked at 50% by now, they'll have to do it at 100%. The trucks cannot stand in the morning, and all the workers are in the cafe, there should be a tangible change, F said. Beev and summarized: "Until now, the municipality was on target, but now the citizens of Velingrad will say "Beev does not clean", and I cannot allow this."
However, the situation with the assets of Stroycom and the car fleet is not optimistic. Beev and Beev Ltd. are not interested as they have purchased new and far more economical equipment. However, the councillors supported Georgi Mihailov that one should not rush with "piece-by-piece" sales. He recalled the odyssey of Public Meals, where instead of privatization of the commercial firm the municipality went to do liquidation and did not receive a single lev. The Chairman of the Municipal Council N. Kehayov was authorized to brief the Mayor Dr. Dafov with the conclusions of the meeting of the Operational Bureau. To the question "What to do?" an answer is still being sought.
