- What drastic measures will be taken against offenders?
Mehmed Dikme: Some of the information is not subject to disclosure, because how could we catch the people who commit violations if we tell them in advance what we are going to do. There will be very serious control in all enterprises in the country, increased control also with regard to the transportation of wood. The measures taken will reduce fires, illegal logging, illegal processing, and the problems related to illegal hunting and fishing. This is a demonstration of will with a united effort to solve all those problems that have been accumulated in the country.
- What exactly will be done against illegal carpentry workshops?
Mehmed Dimkme: They will be liquidated, they will be closed down because one illegal thing cannot exist.
- But for years there have been many illegal workshops on the territory of Velingrad! Mehmed Dikme: Here, it is high time they stopped existing illegally, we will track them down and that is what we will work for.
Meglena Plugchieva: First, we know them where they are and here I want to recall that 2 years ago a check of MRDPW was launched and a large part of the workshops were sealed with stopped electricity and water. And some were given prescriptions to meet certain standards and conditions, hygiene regulations, the Labor Inspectorate, the control of illegal construction, the NSSI authorities, the tax services. Now we are going to work in a complex way - we are going to want the illegal workshops to be stopped and to be checked with a prosecutor's permission for a full inventory inside the workshop and from there on the way to customs, because they are also included in these checks.
- Is there data from the beginning of the year how many illegal workshops have been closed? Meglena Plugchieva: There are only 270 workshops and workshops in the region of Pazardzhik, illegally operating. But the various institutions were checking for themselves and breaking the chain. Now the inspection has a complex character, in order to unite the efforts and not to work piecemeal.
- Are there any punished civil servants who are involved in illegal acts?
Meglena Plugchieva: There are already disciplinary dismissals and it should be known that there will be no compromises for any civil servant in the forest system. Because it is no secret that one part of these gross violations and established criminal chains do not happen without the participation, without the monitoring of employees of the forest system. In the area of Varna from the deputy. The warden next to the forest guard was disciplined. In s. Garmen, Gotsedelchevsko, is the last case where there are procedural violations. And there, from the Deputy Director to the Forest Warden, they received a final warning. From last year's data. 47 employees of the forest system are known to have been fired.
Mehmed Dikme: Where an employee of ours is found to be involved in these chains of illegal logging and wood processing, disciplinary dismissal will be the least punishment. It is no accident that we have said that both the Attorney General and the Minister of Justice will also take appropriate measures. We have the consent of the Attorney General, including those files that have been lying for many years. - Are financial means provided for these checks?
Mehmed Dikme: They are provided in the budget of each ministry. This task force will not have an additional budget, and it is calculated within each ministry.
Boyko Borisov: I am glad that 95% of the tasks in this operational work are entrusted to our services, but I will have to ask our head of rear whether such funds have been brought to our ministry. Because we're going to need gas, cars... (M. Mehmed explains to Gen. Mehmed's ear. Borisov that funds are already being brought to every ministry involved in this program). I would also like to add that, together with the Employment Agency, we will train 4-5000 people who are currently unemployed, and they will help to protect the crop. - How will the leakage of information from forest officials' circles be stopped?
Meglena Plugchieva: I can not give 100% guarantee that this can completely happen and indeed some of the information will leak. And that's why I hope that interagency interaction and the police will play a leading role here, because they are professionals in this field.
Boyko Borisov: Here are the directors of the regional directorates of the Ministry of Interior, the chiefs of police services in the larger cities, the directors of the directorates of Police, Gendarmerie, Border Police. These are the people who will implement this program and the operational plan. 95% of the tasks are for these services. We have alerted many times about the problems and now with this program the state is reacting to a very serious problem. Bulgaria is a tourist country, and in neighboring Greece there are no forests, only bare hills. And we have wonderful nature, game, fish, everything that can make this country a wonderful tourist country, and that depends on us.
