The session of the Municipal Council on October 4 started with nearly 40 minutes delay, during which the people who filled the hall wondered whether this time the councillors would gather and Stoyan Dulev would be sworn in. The appearance of most of the councillors who had boycotted the new mayor's oath the previous week was met with applause. Toma Pachalov, Georgi Panov, Petar Buchkov and Boryana Beluhova were absent from the meeting. In the hall was DPS MP Fidel Beev.
Stoyan Dulev delivered the solemn oath, after which he once again thanked the voters and said that he would work for the interests of the municipality of Velingrad and all its inhabitants.
On behalf of the Municipal Council, Mikhail Alexiev read the text of an agreement, the main purpose of which is to improve the joint work between the mayor and the local parliament. The main points in it are: work to overcome the flood damage; management of municipal property - review of contracts, including spoiling some; significant growth in project work; local investment forum; strict compliance and openness in conducting the procedures of public procurement and competitions; implementation of the municipal development plan; effective financial control and discipline; weekly meetings to improve the work between the administration and the council; non-dismissals for political reasons of employees with proven qualities. Under the agreement were signed the chairman of the Municipal Council Nedzhat Kehayov and the mayor Stoyan Dulev. The mayor specifically thanked the councillors for drafting the agreement because by implementing it, he would have secured a new term in 2007.
After that, Stoyan Dulev was welcomed with bread and salt at the entrance of the mayor's office, where Atanas Vodev handed him the symbols of the local government. Mr. Dulev sat in the mayoral chair and began to accept the congratulations of those who came to the ceremony. A little later, the new mayor's first meeting with administration officials ended with a glass of champagne. The first provisions of Mr. Dulev were that in the future information about what is happening in the municipality will be given only personally by him and that the payment of documents is suspended. On his first day in the mayor's post, St. Dulev did not find time to participate in the session of the Municipal Council (for decisions made see SESSION OBJECTIVE).
In the municipality, the work week went into guessing who would stay at work and who would be fired. On Thursday, Recep Hodzhov, known by the previous F team, was appointed deputy mayor. Beev and St. Dulev. By Monday, it was still unclear who else joined the team of the new mayor Dulev.
