- Mrs. Stancheva, as Chairman of the Municipal Election Commission, how do you accept the fact that the decision taken by the committee to prematurely terminate the powers of Fidel Beev as mayor was confirmed by two judicial instances?
- All citizens and institutions are obliged to comply with and implement the decisions of the Bulgarian court. As Chairman of the Municipal Election Commission, I am satisfied with the decision of the SAC. The decision is indicative that most of the members of the OIC have made a correct reading of the law and have voted legally.
- But Mr. Beev continues to attack the OIC that the majority of its members voted under party pressure?
- Each of the members of the OIC is obliged to observe the Local Elections Act and the Local Government and Local Administration Act and to monitor their implementation, regardless of which party it belongs to. As well as being responsible for his vote. At its first meeting in June, the OIC took note of Mr Beev's request and gave a period of 4 days for him to present further evidence to its advantage. This OIC decision, in my opinion, is definitely not a manifestation of a political order. I recall that the motives of the OIC were confirmed by two court instances - the District Court and the Supreme Court.
- What is the procedure for scheduling the upcoming partial elections for mayor of the municipality?
- After the early termination of the powers of the mayor of the municipality, the President of the Republic of Bulgaria shall, within 40 days from the date of entry into force of the decision (21 October 2004), schedule partial elections at the proposal of the CECMI. The date of the partial election may not be earlier than 40 days from its announcement. It should be consistent with the deadlines in the LMI, by which the time of registration of parties and coalitions in CECMI and OIC is determined, as well as with the deadlines for registration of candidates for mayor in OIC. For the sake of clarity, I inform the readers of your newspaper that the required technological time to hold partial elections is not less than 80 days.
- What are your expectations for the new election campaign?
- As chairman of the OIC, I expect the candidates for mayor to conduct a legal, tolerant and non-compromising municipality of Velingrad campaign. The OIC will be conducted in its work solely by the provisions of the law, as it has done so far. I hope that every adult citizen of the municipality of Velingrad will benefit from their right to vote.
