Deputy Governor Recep Mollaahmed, Eng. Ruslan Raychev from the Regional Directorate National Construction Control, Maria Marinkova and Valya Mircheva from the Federation of Woodworkers and Furniture Workers were on 23 January in Velingrad. Even bigger is the problem with family workshops, which are on garages and yards in the regulation of the city. They will find it most difficult to find a way to obtain Act 16, because they will be stopped at the level of HEI, Fire Department, sketches, mandatory consent of neighbors, etc. Mr Mollaahmed is aware that the closure of these workshops will directly affect the employment of the labor force and will raise the already high unemployment rate in the area. Eng. Ruslan Raychev explained that during the receptions they talk separately with each visitor, review his documentation and give advice according to who got where in obtaining the necessary documents. The RDNSC may extend the term of some who have advanced in meeting the requirements, but this will be strictly individual for each specific case. According to unofficial information in the municipality, only 12 companies have Act 16, and over 50 work illegally, but it is also possible that these figures do not correspond to the true situation. The Federation of Wood Processors and Furniture Producers wants a complex extension of the deadline by another 6 months, starting from February 1, said Maria Marinkova, who is the secretary of the federation. She is convinced that the institutions are deliberately delaying the issuance of the Act 16 documents and that the exclusion of electricity in this way is incorrect. As evidence, he pointed out that exactly illegal working companies are not on the power-off list and are working. Ms. Marinkova also asked how many of the privatized state-owned companies from the industry have Act 16 and why none of them are on this list. The Federation does not support any illegal workshop, protects legal business, but the slow movement of documents from one instance to another must be taken into account. According to Ms. Marinkova, the request to extend the deadline by 6 months was supported by Deputy Minister of Agriculture and Forestry Meglena Plugchieva. Those wishing to visit the reception room were not few, although its organization and publicity were not on the level and people had to wait a lot. No representative of the Municipality of Velingrad is involved in the work. According to the district government, the presence of exactly one person from the municipality is extremely necessary, because a large part of the problems come to the municipal technical services. According to the mayor, Dr. Dafov, such a representative was not requested and a much better stick is needed when organizing such meetings. With two letters to the DNSK, the Municipality of Velingrad has requested an extension of the deadline for the interruption of el. powering the carpentry workshops. One of the reasons is that the Expert Council of the municipality was appointed on July 24, 2001, which also delayed the procedure for issuing some of the necessary documents for Act 16.
