The Regional Governor Ivan Dimitrov by order of 17 October suspended the decision of the Municipal Council - Velingrad to schedule a competition for urban and extra-urban transport lines. The decision was suspended on the last day of the legal deadline. The district governor was approached by the municipal councilor Zavarin Marov, who had expressed the disagreements of private carriers from Velingrad under the terms of the competition announced by the municipality.
The district government found the decision of the local parliament unfounded for several reasons. There is a lack of clarity that the established criteria and indicators for the competition are at the suggestion of an authorized commission. It is pointed out that Ordinance 33 does not include a requirement for the participants in the competition to provide a cash guarantee, and the Municipality of Velingrad requests one of BGN 20,000. The requirement that the participants in the competition must have their own service base is not met and there is no explicit requirement to present a document on the transportability of buses. On October 24, the Municipality of Velingrad prepared its own opinion, asking the regional governor to cancel the order so that the scheduled competition could take place. The opinion point by point refutes the findings of the district government. The municipality points out that the criteria for the competition were prepared by a commission appointed by order of the mayor; that they explicitly stipulate that the participants have their own or rented service base and, depending on this, receive a different number of points; that the participants are required to have a valid passenger license, and for the issuance of such it is mandatory that they have a certificate of transportability of the buses. As for the guarantee requested, the municipality believes that, according to Ordinance 33, the legislature did not limit the right of the Municipal Council to set other competition requirements. On October 25, Mayor Dr. Tsvetan Dafov had a conversation with Deputy Governor Ivan Avramov on the same issue. In turn, private carriers expressed their disagreements to NMSS People's Representative Dr. Nadka Pangarova during her reception in Velingrad on 22 October. The contest was announced for November 7, and it is unclear whether by then the bureaucratic machine will move and in what direction it will turn. Tempo
