The meeting of the Municipal Council on September 24 was guarded by three policemen because of threats made to the mayor Dr. Dafov and municipal councilors. The author of the threats was not officially named, but there was no doubt that the victims were referring to the local leader of the United Agricultural Forces, Georgi Velev, who was not present in the hall. Another surprise was the presence of two jurists from the District Government, who closely followed the entire meeting. Traditionally, the disputes began with the vote on the agenda: the BSP councilors called the fact that the mayor Dr. Dafov submitted at the last moment a point for the establishment of a joint stock company for the Central Mineral Beach between the municipality and the Beevi Brothers SD. The mayor defended his legal right to bring the point considered the previous day in the committees and explained that the problem is urgent, as on November 1 the permits for the use of mineral water for the Beach expire. The BSP's proposal to postpone the point was rejected by the majority.
During the ensuing debate, Zavarin Marov asked whether it was appropriate to establish joint companies and what the municipality gained from them. As a better protection of municipal interests, he pointed out the form of concession. Mayor Dr. Dafov opposes that exactly with a joint stock company the Stadium has been restored, and the BSP has not clarified its position on concessions because it is against such a procedure for the Market. On behalf of the TSU Commission, it was proposed to keep the name Central Mineral Beach - Velingrad, and the Economy Commission proposed that the new company should take over the training process and competitions of the swimming clubs and assist the veteran swimmers. The decision was passed by 16 votes in favour, 1 against and 4 abstentions. The situation in the hall was heated when discussing the proposal of the mayor Dr. Dafov the municipality to give a plot of 65 127 sq.m. (Winter stadium) in Yundola resort in the joint-stock company "Sport Beevi". The property was declared private municipal property and with it increased the in-kind contribution of the municipality in the capital of the company while keeping the shareholding of 25%. The municipality raised its in-kind contribution because of the large investments made by the Beevi brothers at the City Stadium in Velingrad. "With a very light hand we provide over 65 acres, this is a hidden privatization," Z said. Marov. The BSP councillors said they did not wish to take part in such a vote and left the chamber. The remaining 20 councillors at the meeting supported the proposal. After they raised their hands in favor, the sportsmen present in the hall, led by Ivan Lebanov, stood up, clapped to the councillors and also indignant left.
Particularly affected by both decisions is the municipal enterprise "Sports Properties and Beaches". There is almost nothing left in his assets and his future is in question.
