On 12 January, with a letter to the manager of Beev and Beev Ltd., the interim mayor Atanas Vodev defined as null and void the contract for waste disposal, concluded by the previous interim mayor Stoyan Dulev with the private company in August 2004. If Beev and Beev do not submit all the documents for the actual implementation of the communal activities, the municipality will insist that the company immediately reimburse the amount paid so far from the municipal budget (nearly BGN 200,000).
On the same date, the interim mayor suspended the powers of municipal officials Salih Bayraktar and Nevena Fendrina to implement the investor control under the contract with Beev and Beev. After the municipal company Stroycom was left to clean since August without the municipality to act on its activities, on January 12 Atanas Vodev appointed himself and deputy mayor Tanya Goncheva as investors under the contract between the municipality and Stroycom.
At another extraordinary session on January 13, the Municipal Council as the sole owner of the capital of Stroycom decided to make an additional cash contribution to the company of BGN 50,000. The money is given to overcome the negative consequences of the ongoing litigation over the public procurement of cleanliness. For the period of use of the fifty thousand, Stroycom will owe the municipality interest at the rate of 26% of the basic interest rate. The money will be paid after several instances have ruled on the decision: the district government, the Court of Auditors and audit control. Stroycom will return them to the municipality after the conclusion of the litigation on the public waste disposal contract. In addition, the councilors obliged the mayor of the municipality to perform the necessary actions, including bringing a lawsuit, in order to collect the amounts paid by Stoyan Dulev without legal basis to Beev and Beev. Mr. Vodev announced an announcement of the Pazardzhik District Court dated December 8, 2004, according to which the court left without consideration the appeal of Stoyan Dulev against the proposal of the Municipal Council to terminate the contract with Beev and Beev. Even then Mr. Dulev had to terminate the contract, because of which now the municipality pays double for the cleaning and now we have to apply emergency means, At emphasized. Vodev.
All decisions on the case, which dragged down the municipal budget for the sixth month, were voted by a full majority of the 20 councillors present in the hall. None of the four Green Party councillors in Bulgaria took part in the extraordinary session.
