Analysis of UDF for 1 year of work of OA and the mayor of the municipality
It's been 1 year. from local elections 2003, a year of tension, procedures and lawsuits that led to the President's decree to schedule new elections for mayor.
Mr. Beev's mayorship was loaded with the expectations and hopes of many people who voted for him, because at last the municipality would be led by a rich and successful man in business. In politics, things are different than in private business. Even with his first actions Mr. Beev showed that he will rely on obedient people, not those who have proven their professionalism in their work. Mr. Beev started his work as mayor with feudal methods on the principle that whoever does not listen and is against his companies, then he is an enemy. Under the guise that everything he does is in the public interest and using his private media tools, he launched a serious PR campaign. Its purpose was to teach how great a man Mr. Beev is and how badly the municipality has been governed so far. Whether this is true - judge for yourself.
After one term of mayoralty, I can responsibly state that it is a priority and an absolute duty for each mayor to work in conjunction with the Municipal Council. At the beginning of his term, Mr. Beev did just that. A coalition of his advisers and the groups of DPS, BSP and BZNS of Pinchev was formed. This coalition voted as one until the director posts in VKTV and Stroycom were distributed. This was the time he needed to prepare the draining of municipal money in his companies without having contracts and in violation of the law.
An obvious example, which is under investigation by the Economic Police: the contract for the supply of fuels concluded with a Sofia company was terminated by Mr. Beev and he himself began to load the municipal sites. He also enslaved the municipality to pay fuel in schools and kindergartens, without this being necessary, because it is about the summer dezon.
Another example: during our mandate the streets of Velingrad were glowing, but Mr. Beev terminated the contract with Mr. Nikolov's firm and replaced it with his own firm. Now many streets, even downtown, are dark. In our time, about 2000 energy-saving lamps and a street lighting control program were installed, resulting in a 40% cost reduction. Currently, this program scheme is not working.
The data on the construction program, asphalting and participation in the program "Beautiful Bulgaria" during the years of our mandate and in 2004. are eloquent (see table):

For the first time this year the municipality could not provide 200 000 leva for its participation in the project "Beautiful Bulgaria". This happened despite the favorable attitude of the government and the possibility of deferred payment of the amount within 2004.
In the tourist season, which is of particular importance for every resident of the city, we noted a decline and lack of any kind of advertising for the resort. Things from 2003. in figures looked like this: 200 broadcasts of advertising video for Velingrad in June and July on Nova TV and TV "Europe". The funds for the production of the film and the video were 3900, and for the broadcast 4000 leva. If Mr. Beev wished, he could, through fellow cable operators, broadcast the already made film and video.
It was targeted at the Center for Business and Information, whose activities were highly appreciated by many institutions. Now there are two business centers confronting each other, and we are left without a hall for cultural events.
Shoroko was advertised the good financial condition of the municipality under Mr. Beev. Here are the figures for the obligations, and the conclusions are imposed on their own:

What did Mr. Beev do in the Municipal Administration? One of his first tasks was to replace the Internet provider - naturally, with a company of Beev. From OA departed the spirit of respect in the collective, and the same was replaced by fear and base passions. Methodically and purposefully, the problems in the management began to be attributed to the Municipal Council without seeing the real reason for the non-working municipality. At forums such as meetings of NAMRB, ARO, etc., where decentralization of municipalities, future budgets, strategies and new practices imposed in connection with our entry into the EU, there is usually no representative of the Municipality of Velingrad. And that's understandable, since it's beyond Mr. Beev's personal interest.
Naturally, it came to the signing of a contract for cleanliness with Mr. Beev's company with a preliminary order, without observing the court procedures. The Stroycom municipal enterprise put itself in a deadlock. This was done thanks to V.I.D. Mayor Mr. Dulev who fulfills unquestioningly the endless demands of Mr. Beev. In the same time period, a gas station was erected next to a kindergarten, placed "tables" for newspapers without a decision of the OS, refusal of maintenance of FC "Chepinets" (despite the explicit consent of Mr. Beev, declared and recorded at the meeting that elected him president of the club). The municipality lost time, wasted resources, a confrontation was created and we are back to square one - elections.
This time we have no right to make a mistake.
