The municipality holds off blockade and "bomb"

On the morning of March 31, 2005. The building of the municipality of Velingrad was blocked by protesters supporters of Fidel Beev, known from other similar protests. A civil disobedience alert gave a declaration to the Initiative Committee for a Stable Local Authority, read from the TV screen by Dr. Nelly Dremalova on March 25. Hours before the protest, the decision of the Pazardzhik District Court for cassing the elections for mayor of the municipality was officially announced. However, before the protest, the requirement of the Law on rallies and meetings to apply for permission to the mayor of the municipality was not met. The Initiative Committee itself proved to be without the necessary legitimacy as it was not registered. The protest was not publicly attended by major figures from Mr. Beev's headquarters, and he himself announced to the media that he was in Sofia.
The exact demands of the protesters were not announced, but they were evident from the texts of the three posters: Atanas Vodev is an illegal mayor, people want to return the legitimate Stoyan Dulev and will no longer tolerate the outrages of the municipal councilors. An attempt to talk to those who blocked the municipality was made first by the chairman of the Municipal Council Nejat Kehayov, but he heard only cries and accusations of betrayal. Tax officials also unsuccessfully tried to enter the building and explain that on March 31, deadlines for paying taxes expired and citizens would miss them. Outside the building remained all municipal administration employees and municipal councilors, who had a regular session scheduled the same day. Between 8.30 and 9.05 in front of the municipality there were no uniformed officers of the police station-Velingrad. Several police cars then arrived, but officials were visibly awaiting orders. Several councillors tried to enter, but the crowd stopped them with shouts and insulting qualifications. After 9.30 o'clock about 30 policemen stirred up the protesters and made a cordon to enter the temporary office of mayor Atanas Vodev, municipal and tax officials, councilors and citizens. It did not go without hand-to-hand skirmishes between the policemen and those blocking the entrance to the building, who shouted and accused the law enforcement authorities of violence and disregard for their civil rights. Several women claimed to have been injured and threatened to take out medical and sue the police. By 13 o'clock access to the municipal building was normalized and a session of the Municipal Council was held. Her work was not attended by the four Green Party councillors, who announced in a statement that they supported the protesters' demands. The councillors present with 21 votes in favor and 1 abstention (G. Panov) accepted an address in which they described the protest as a provocation and an attempt to disrupt civil peace in the municipality and condemned such methods of communication. The councillors voted to send a signal to the Regional and District Prosecutor's Office for the rally held without legal permission by the self-declared Initiative Committee. According to the advisers with the declaration, Dr. Dremalova incited civil disobedience. They reminded the prosecution and Fidel Beev's statement at an election press conference in Pazardzhik that if necessary, he would bring the people from above and it would become scary in the Municipal Council.
Immediately after the end of the session, it was reported that a bomb had been placed in the police station in the municipality. The anonymous voice did not specify whether it was the old or the new building. Interim Mayor A. Vodev immediately issued an order to end the working day and remove employees and citizens from both buildings. The police carried out the mandatory checks and sealed the buildings in 24 hours. At 9 a.m. on April 1, the police department of the Ministry of Interior informed the temporary mayor that there was no bomb in the municipality and that they had detained a person related to the bomb threat. Later, the RDVR-Pazardzhik specified that Musa M was detained. and Ahmed G. from the village of Rohlevo, against which rapid police proceedings were initiated. Work in the municipality was again restored, and at 2 pm a new protest began. This time Fidel Beev's supporters stood in front of his building, and fences were placed in front of the municipality. More than 30 policemen took part in the security of the municipality, some of them arrived from Pazardzhik.
Patrol cars also came from the district city, which remained on the city's entry and exit roads to prevent them from being blocked. The previous day, a notification letter was sent by the Initiative Committee to the head of the Velingrad Police Station announcing the intentions of the protesters to close the entrance and exit of Velingrad. Personally, the head of the Regional Directorate of Internal Affairs-Pazardzhik, Colonel Joro Stoitsev, at an urgently convened press conference on March 31 in the evening condemned the actions of the protesters as illegal and called on the citizens of Veligrad not to succumb to such calls. Blocking of the city was also not achieved due to an error in the date made by the authors of the notification letter who requested permission for civil disobedience instead of 1.IV. (April) for 1.VI. (June). The protest in front of the municipality on April 1 ended without clashes at the end of the working day after the protesters again booed the municipalists and the mayor.
At a press conference the same day, Mr. Vodev commented that he did not have any prerequisites for the protest and that he was ready to provide a time and a place for everyone who wished to express his opinion, but if this was done by the legal order. Blocking the municipality and violating citizens' rights will not be allowed, he announced.
