Municipal administration failed tender

The secret coffee auction "Panorama" ("The Brick") in the central square, scheduled by the municipality for October 18, failed. At the last moment it turned out that the mayor of the municipality Dr. Dafov had not signed an order for a commission to conduct the auction. Throughout the week Dr. Dafov was absent from Velingrad, and none of the deputy mayors and the secretary of the municipality was authorized to sign such a document.

Deputy Mayor Angel Toporchev explained to the gathered municipal councilors (elected by the ObS as members of the commission) that the decisions of the commission would not be valid and could easily be challenged, and the procedure itself would be flawed. According to the secretary of the municipality, Stoyanka Karpacheva, the reason is that the Property Management Department has not been confirmed that they will need a warrant while the mayor was in town. She directed the councillors to address their questions to that department. (We sought for comment the director of Property Management, Daniela Filipova, but she was on leave). The councillors reacted violently. Dimitar Arshinkov asked rhetorically what would happen if the mayor was absent for 2 months, should he stop the activity of the whole municipality, the people should be driven away, and the councilors should risk their direct duties because of failed committees. As a complete irresponsibility on the part of the municipal administration assessed what happened Nikola Vetsov, who is known for his theory that the municipality operates on autopilot. The extreme situation is on the doorstep of Bulgaria and the municipality (white powder was scattered in front of the Prosecutor's Office that morning), and here you swim like plowshares in a lake, said the councilor and addressing Mrs. Karpacheva added that she does not want to politicize, but early local elections are needed in Velingrad. The critical tone was joined by Asim Adem. The people who were waiting to participate in the auction were also unhappy. They insisted officials to take responsibility, recalled that on October 10 the tender papers were not ready, and in this development of things their chances are lost because more candidates may appear at a subsequent tender. Without a clear answer remained the logical question of what comes next. Initially, the municipality explained to the candidates that the tender will be held on the date specified in the ad as a reserve date - October 25. And this option is not cleared from a legal point of view, because the ad says that an auction takes place on the reserve date, if no participants have appeared, and on the regular date there were such. The other option remains - reschedule. This will take time and increase the paradoxicalness of the situation - coffee is given only until the end of the year.
