INVITATION
FOR PARTICIPATION IN OPEN PUBLIC ORDER AWARD PROCEDURE
I. SUBJECT OF THE PUBLIC ORDER
The subject of the public procurement is the supply of food products: bread and bakery products, milk and dairy products, meat and meat products, sugar and confectionery, vegetables, fruits and canned thereof, spices and other food products (oil, flour, eggs, etc.) for the needs of children's institutions and home social patronage on the territory of Rakitovo municipality.

II. LEGAL AND FACTUAL BASIS
The basis for opening the open procedure under the PPA is Art. 4, Item 1, Art. 3, Paragraph 1, Item 2, Letter "a", Article 7, Paragraph 1, Item 2, Article 13, Paragraph 2, Article 14 and Article 22 of the PPA.

III. TYPE OF PROCEDURE
According to the requirements laid down in the Public Procurement Act, the procedure is a "Restricted Procedure".

IV. PERIOD AND PLACE OF IMPLEMENTATION OF THE PUBLIC ORDER:
Delivery for childcare facilities on the territory of the municipality of Rakitovo and home social patronage to the Municipal Social Assistance Service in the town of Rakitovo. Rakitovo, ex-warehouses at the location of the establishments for the whole of 2002, according to the agreed delivery terms after the procedure and conclusion of the specific contract.

V. LIMITATIONS ON IMPLEMENTATION OF THE PUBLIC ORDER
Food producers authorized by food producers (distributors), sales representatives and companies that have entered into commercial contracts with food producers are allowed to participate in the restricted procedure. The order will be executed on the basis of a plan-schedule prepared by the contracting authority, containing the name of the delivery site, the distance from the town. Rakitovo, S. Kostandovo and S. Dorkovo to them and the final delivery date. The rights and obligations under this procurement cannot be transferred to third parties.
VI. QUALIFICATION REQUIREMENTS FOR CANDIDATES
* To meet the conditions specified in Article 5, Article 24, Paragraphs 1 and 2 and Article 27 of the PPA. * Registered under the Commerce Act with the subject of activity according to the subject of the order.
* Possession of a valid license for delivery of goods under the subject of the order.
* Proven good commercial reputation with recommendations from significant consumers on the subject of the order, signed and stamped by representing consumer organizations persons.
* Proven technical ability to transport supplies (certified by the company photocopies from the coupons of own vehicles).

VII. QUALITY REQUIREMENTS
* Deliveries should be of guaranteed origin, meet the requirements of BDS and be accompanied by certificates of quality and suitability.
* Shelf life at the time of delivery.

VIII. METHOD OF EDUCATION OF THE OFFERED PRICE
* All goods are offered at prices including VAT and all other costs of their delivery to the warehouses of the respective establishments.
* Their payment to be made deferred in levs by bank transfer based on issued invoices monthly.
* The proposal should be accompanied by a deferred payment scheme for the deliveries made.
IX. DEADLINE OF VALIDITY OF PROPOSAL

90 calendar days from the date of promulgation of the invitation in the State Gazette.

H. TYPE AND SIZE OF THE GUARANTEE FOR PARTICIPATION IN THE PROCEDURE
Unconditional and irrevocable bank guarantee, issued by a Bulgarian or foreign bank, with a term of validity of 90 calendar days from the date of promulgation of the invitation in the State Gazette in the amount of BGN 650, paid by payment order to account No. 5010011038, bank code: 20082418, UBB AD - Rakitovo branch.
XI. CRITERIA FOR THE ASSESSMENT OF PROPOSALS AND THE WAY TO DETERMINE THEIR HEAVEN IN THE COMPLETE ASSESSMENT OF PROPOSALS

* Lowest price for the respective commodity ex-warehouse of delivery at guaranteed origin - 60%.
* Longest period for deferred payment of each delivery in calendar days, starting from the date of each completed delivery - 32%.
* Shortest time for execution of a pre-ordered delivery - 5%. * Other gratuitously provided services - 3%.
XII. PLACE TO RECEIVE, PERIOD, PRICE AND PAYMENT OF THE DOCUMENTATION FOR PARTICIPATION IN THE PROCEDURE
Municipal administration gr. Rakitovo, ul. "Ivan Klincharov" No 57, tel. 03542/3423, 3462. The payment of the documentation shall be made in cash - non-refundable 50.00 BGN by 17.00 on the 40th day from the promulgation of the invitation in the State Gazette.

XIII. PLACE, DATE AND TIME OF REVIEW AND ASSESSMENT OF PROPOSALS
The building of Ob Administration - town. Rakitovo, 14.00 on the 45th calendar day, starting from the date of promulgation of the invitation to participate in the open procedure in the State Gazette by a commission appointed for this purpose.

XIV. ADDITIONAL OPPORTUNITIES FOR PARTICIPATION IN THE OPEN PROCEDURE
* Each of the candidates can participate in the procedure by individual items for the types of deliveries.
* The contracting authority reserves the right to award additional public procurement under Art. 16, p. 3 of the PPA.
