The last and jubilee (50th in a row according to the statistics made by Nikola Todev) was the session of the Municipal Council on October 7. At the very beginning, as mayor of the municipality Angel Toporchev withdrew from the agenda one of the most commented points: the proposal, signed by the mayor Dr. Dafov, to act as a private municipal property the property of heirs Maslarovi next to the Cultural House and the same to be contributed as a non-monetary contribution of the municipality to a commercial company for the completion of the building. Had it remained on the agenda, the decision could have drawn unpredictable consequences in the already unknown case surrounding the Cultural House. Because heirs Maslars are adamant that the case for expropriation of their property in favor of the municipality has not ended, as claimed in the proposal for a decision.
Again at the idea of Mr. Toporchev the councilors decided the municipality to attack in the Supreme Administrative Court the refusal of the Ministry of Ecology to give a green light for the Sutka project (more on p. 8). If necessary, we will also go to the international court in Helsinki, promised A. Toporchev.
The expenses for the trips of the mayor Dr. Dafov for the period from April 1, 2002 to December 31, 2002 were approved. - 2758 leva and from 1 January 2003 to 24 September 2003. - 4211 leva. The sum of a total of 7000 leva is large, we should have put some frames, but now we will vote on a fait accompli, Zavarin Marov commented and recalled that the municipality has embarrassed itself by not finding 1000 leva for the centenary of Manol Cholev. For the first time in its practice, the Municipal Council voted a decision by which it sold the shares of the municipality in a joint stock company. 35 972 shares of the municipality of Velingrad in Amos Sport AD were sold for 35 972 leva to Amos-Alben Baderdzhiev ET, which is the other shareholder and thus practically becomes its sole owner. The decision was argued by the Chairman of the Municipal Council Nejat Kehayov with the experience of Sofia Municipality, which does not rely on dividends from mixed commercial companies, but sells its shares to receive fresh money. Nikola Todev opposed putting the cart in front of the horse and asked how the municipality had sent an invitation to sell the shares without a decision of the Municipal Council. Zavarin Marov posed the logical question of why the municipality enters into commercial companies at all, after leaving them afterwards and warned that the same procedure might expect other companies with municipal participation. The thesis that it is better to take fresh money was defended by Emil Mollov and Georgi Mihaylov. As a representative of the municipality in "Amos sport" with the procedure of selling the shares was charged the councilor Nikola Vetsov, according to whom it is not bad that the municipality has made an attempt for AD with a worthy businessman such as A. Bakardzhiev.
The session had a solemn end: Mr. Kehayov thanked the councilors for their responsible work in adopting a total of 1130 decisions and assessed the mandate of the local parliament as successful, describing as normal the appeal of many decisions. On behalf of the National Association of Municipalities and the Association of the Presidents of Municipal Councils A. Toporchev awarded to N. Kehayov honorary plaque. The same institutions awarded the mayor Dr. Dafov with a clock.
The 1131st councillors' decision was to form a corner with pictures of the presidents and members of the local parliament over the years.
