Municipal enterprises reported urgent problems

For the first time, the three municipal enterprises "Markets and Markets", "Sports Properties and Beaches" and "Center for Small and Medium Business" presented an analysis of their activities to the Municipal Council. The manager of Sports Properties and Beaches Nikola Todev pointed out that as of October 31, 2004 the enterprise has contributed to the municipal treasury 79,654 levs income from entry tickets and rents. for comparison in 2003. The amount was 97,540 leva, for 2002. - BGN 69,288, 2001 - BGN 90,012. The number of staff is 23 pieces, the average gross salary of 179 levs is the lowest in the budget of the municipality of Velingrad, and this year not a single lev is provided for major repairs. As a primary problem Mr. Todev pointed out the provision of the sites with mineral water. The permits of "SIP" for the use of mineral water expired on September 30, 2004. In order to obtain new permits, the municipality must pay out 83,175 leva of old water usage fees accumulated from 2001 to 2004. The amounts were calculated on the basis of permitted quantities, not actually measured, because hot water meters have not yet been purchased. The councilors decided the municipality to allocate money for water meters and to negotiate with the Basin Directorate - Plovdiv for rescheduling the accumulated liabilities.
Project for the Market is waiting for funding The manager of Municipal Markets and Markets Julia Gagova reported that the revenues by the end of October 2004. are 117,918 leva. The most pressing problems are the construction of a sanitary unit in the Market area, restoration of destroyed wooden benches for traders, overhaul of commercial tables, provision of parking spaces, repair of the existing roof structure and at least partial lighting. Eng. Gagova proposed the establishment of a "blue zone" for parking, for which the fees would be collected by the municipal enterprise. For better organization of the movement the section between the streets "Rakovska", "V. Goranov" and "Yv. Vasov" to become one-way. It was also discussed that the municipality has a ready project to cover the Market, made during the term of the mayor Dr. Dafov and consistent with the current infrastructure problems. It turned out that the current administration did not know the project and the Municipal Council decided to create a working group to review and update it. Options should also be sought to provide about BGN 250,000 to finance the project.
Ms. Daniela Peneva, manager of the Information Center for Small and Medium Business, reported that after the changes the municipal enterprise operates in three directions - "Information", "Advertising" and "Tourism". Two halls for consulting services and for seminars and presentations are now functioning. A project for an information room in the Home for Children Deprived of Parental Care is being implemented together with SOU "V. Levski". The enterprise has ambitions to fill the information gap in Velingrad in connection with our accession to the European Union. The problem is insufficient furnishings and equipment. The municipal councilors agreed with the latest finding and allocated 5000 leva for the purchase of a copy machine.
