OIC removes Fidel Beev from mayoral post for law violations

On June 18, the Municipal Election Commission (OIC) decided to terminate the credentials of Mr. Fidel Beev as mayor of the municipality of Velingrad. The decision was supported by 7 members of the committee, two were against, one abstained, and the lawyer P. Hrischev from the ODF quota did not appear at the meeting again. The decision is valid because a majority of 2/3 of those present at the OIC meeting is required by law. However, it is of great public importance, because of which the members of the OIC worked under enormous pressure, realizing the great responsibility of their vote. In order to ensure a calm running of the meeting they wished to be guarded by police officers. At the same time, Mayor F. Beev and his three deputies were waiting for the result in the mayor's office, and in front of the municipality building had gathered all municipal employees fired by the mayor.
In the hall, each of the members of the OIC had the opportunity to state and defend to their colleagues their position on the case. The materials imported on June 17 by Mr. Fidel Beev were examined (see box on p. 2).
The representatives of NDSV (Ivanka Stancheva, Elena Misheva, Yordanka Choleva, Zdravka Vodeva and Rayka Buchkova) together with Polya Poptomova from NIE and Galya Kyuleva from the quota of the left-wing coalition "Local Elections 2003" have voted "for" the termination of the mayor's credentials. Opponents were representatives of DPS - Paun Dzhivgov and ODF - Angel Achev, and BSP representative Maria Mateva from the quota of the left coalition abstained.

The decision of the OIC is subject to appeal within 14 days before the Pazardzhik District Court, said the chairwoman of the OI Ivanka Stancheva. Since the decision is based on the so-called "pre-execution", the appeal will not stop its effect. The decision of the Commission will be notified to the CECMI and the Regional Administration. The OIC proposes to the Municipal Council - Velingrad to fulfill its powers by law and to elect a temporary managing mayor of the municipality of Velingrad. According to the LMSMA, an interim with a 2/3 majority of councillors must elect one of the three deputy mayors.
This decision was reached after a week, which passed under the sign of pressure and temptation for the main actors and especially for the members of the OIC. Here's the chronology briefly:
On 11 June, an alert was issued in the OIC by 11 Velingradians, according to whom Mayor Fidel Beev in violation of Art. 41 of the LMSMA continues to be the manager of Beevi Brothers SD and its companies enter into commercial deals with municipal enterprises. A certificate from the Sofia District Court dated June 2, 2004 was attached that Mr. Fidel Beev is still a manager in the Bee Brothers Collection Company and invoices for commercial activity between the Stroycom Municipal Enterprise and the Bee Brothers CD. The OIC decided to give Mr Beev until 17 June 2004. to present evidence in his defence.
In the period from 14 to 17 June inclusive, several significant events took place. Two of them gained great public attention. Mayor F. Beev submitted to the Municipal Council a request for repeal of decision 149 of May 19, 2004, as it was contrary to the interests of the municipality. With the decision in question, street regulation was changed and a property of 200 sq.m. was set up. in the area of the marble workshop of Minerali-M with manager Nadezhda Klyuchkova - one of the signatories to the signal to the OIC. Another signatory, Alexander Daskalov, was also attacked indirectly. Workers from the construction brigade of the municipality without a written mayor's order buried the excavations made for laying cable by a company in which he is a partner.
By virtue of her duties, the chairwoman of the OIC, Ivanka Stancheva, reported to the Regional Prosecutor's Office about the facts presented to the commission. New facts were also released: that Mr. Fidel Beev has terminated his participation as a manager in the Beev Group and the joint venture between the municipality and the Beevi brothers Sport Beevi AD by a decision of the Pazardzhik District Court dated June 14, 2004. (the first working day after the signal is made). From the court records it was seen that the Brethren of Beevi, in which the mayor continues to be a manager, is also the owner of the bus stations in Velingrad and Pazardjik "Chepino Autotransport" and "Transauto". Of the last two companies, F. Beev went out as manager at the end of February this year.
What is happening once again in Velingrad focuses the interest of many media. They literally blew up when on the 17th of June in person Fidel Beev first reported to Eurocom TV the news that an OIC member was detained with a bribe of 10 thousand. Left on his signal. The official information from the Regional Directorate of Internal Affairs - Pazardzhik confirmed that the detainee was Galya Kyuleva, as a signal was received from Mr. Beev and the legal means were used. On June 18, a declaration of the parties and movements was distributed by the Local Elections 2003 coalition, whose representative in the OIC is Mrs. Kyuleva. The chairman of the coalition council and BSP Toma Pachalov announced that they are proposing to CECMI to terminate the powers of Mrs. G. Kyuleva and in her place to be appointed deputy, and the national leadership of the Union of Communists in Bulgaria to take a stand on her behavior and actions. The same day in the afternoon Mrs. Kyuleva was released on bail of 2000 leva and participated in the meeting of the OIC as she is currently a legal member of the commission. Investigations and lawsuits will be conducted in the case to prove the presence or absence of guilt.
Everything that has happened in recent days with a high degree of public tension will continue. The local government in Velingrad will again be rocked by court battles. This time, tremors of a different nature are also possible, as a check of the Prosecutor's Office and the Economic Police has started in the past week. The subject of the inspection are the transactions made by the municipality during the current mayoral term. The results of this check are expected to see the light of day this week. It will be up to them whether the citizens of Veligrad will witness only another power tremor or this time it will be a real earthquake.
