Contested tender for the coffee in the Business Center

The secret coffee auction announced by the municipality in the building of the Center for Business and Information was contested. The site was prematurely left by previous tenants - a Plovdiv company, which in 1998. stepped into the Velingrad market with big talk and protections, but never left the municipality the promised equipment for 24,000 DM.

Two candidates took part in the tender on 11 October: Toma Pachalov from ET "Tom and Nezi 97" and Svetlana Papukchieva as Chairman of the Regional Development Agency (ARD). The Tender Committee was chaired by D. Filipova and members arch. T. Enev, lawyer P. Chryschev and councilors N. Vecov and A. Adem. Already in the discussion of the documents for participation N. Vetsov stressed that he allowed ARAs to participate in the auction, but with a number of conditionalities. Mr. Vetsov saw a problem in the fact that the co-founder in the RDA is the Municipality of Velingrad as the mayor Dr. Dafov is the Chairman of the Control Council. The municipality does not have the right to commercial activity, the councilor recalled. (Svetlana Papukchieva, Stefan Shulev, Tanya Shumkova, Assen Ivanov, Kostadin Beluhov, and Dr. Tsvetan Dafov, Angel Achev and Alexander Daskalov are on the Board of Control). The RDA offered an annual rental price of 7,212 leva and investments in the site for 20,000 leva to be deducted from the rent. As additional contributions, the ARPA promised to bear costs of the Center for Business and Information: $500 for SOT, $250 for subscription of APIS, $150 per month for maintenance of the copy machine and a subsidy of 452 leva per month for the period during which rent is not paid. Ms Papukchieva explained that plus these amounts the monthly rental price they offer amounts to 1532 leva. The offer of ET "Tom and Nezi" was for 8496 leva annual rent plus additional conditions, including a 20% discount for events of the CBI, the municipality and kindergartens. Both candidates proposed the creation of 6 jobs. There was a theoretical dispute in the committee. Nikola Vetsov again expressed doubts that there is an inequality between the candidates and that in the RDA proposal it is about the transfer of money from the agency to the business center, also led by Mrs. Papukchieva. The councilor did not accept Ms. Papukchieva's explanation that the funds ultimately went to the municipal budget from the CBI. Attorney P. Hrischev reminded the commission that this is an auction and only prices are being watched, but after a long discussion he also agreed that the situation is special. Arch. Enev said that the municipality may consider that it does not need some of the financial benefits proposed by the RDA for the CBI - for example, the municipality plans to create a security firm with its participation in the near future and then there will be no costs for the SOT. Inequity between candidates also reported D. Filipova and A. Adem. Ms Filipova recalled that the Municipal Council has scheduled an auction, not a competition, and therefore it is right to compare rental prices in the offers. By open and roll-call vote, the five participants in the committee supported the proposal of ET "Tom and Nezi". The restaurant in the CBI is rented for 3 years, the municipality will receive 708 leva per month. The same day, the commission determined tenants for two sites on the Cooperative Market for which only one candidate appeared. ET "Dimitar Pashev" rented the dairy shop, and ET "Georgi Belichenov" - store No 1. Elena Baeva
