October 2000. The city council decided to grant a concession for 25 years the plot against Women's Bath. On February 7, 2001. The Municipality of Velingrad held the first concession procedure. It was won by ET "Viki-94 - Viktor Yovchev" with an investment offer of a total of BGN 998,000 and a concession price of BGN 54,000 for the 25-year period of use (2160 leva per year). The Commission argued its decision with the project presented by the company for a two-storey terraced building, a decorative fountain, placing traffic lights at the intersection and a bunch of social benefits for the municipality.

In the first stage after winning the concession, a gas station was built, and this summer the construction of a commercial building began. On October 5, the new building was officially opened. Watersvet served Father Anton, and the ribbon cut Mayor Dr. Tsvetan Dafov. The mayor pointed out that the concession is one of the best forms of municipal property management, thanked the owners Georgi Blagov and Viktor Yovchev and wished to multiply the new acquisitions in Velingrad. A cocktail followed for the municipal councilors and friends of the owners.
In the new building there is a restaurant, 4 shops and a children's milk kitchen, which has been missing in Velingrad for more than 10 years now. The green areas are yet to be formed and new lighting is to be put in place.
