Since 1992. the case with the restituted property of Ivan Boyadzhiev is dragged on instances and there is no final decision yet. Mr. Boyadzhiev is the successor of 732 sq.m., located on the corner of ul. Yundola and the new shopping street in the center of Velingrad. The plot also includes the monument of the Resistance, as Mr. Boyadzhiev donated this part of his land to the municipality free of charge.
At the last session of the Municipal Council, a proposal was submitted for the reassignment of the rest of the plot to change from "for park" to "for residential construction and services". The TSU and municipal property committees have announced that they have no solutions and propose to debate it in the hall. The Environment Committee supported the proposed change, and Eng. Ilko Nikolov explained that such can only be done after a public discussion and it has a positive result. Upon fulfillment of these conditions, Mr. Boyadzhiev will have the right to build on 2% of the total area of the park, which according to documents is 22,666 sq.m. - that is, on 473 sq.m.
According to Dr. Tsvetan Dafov, if the Municipal Council makes such a decision about the park area, it will be flooded with similar demands. Atanas Vodev proposed to request a written opinion from the Regional Government and the Ministry of Regional Development in order to make a legally correct decision. Eng. Nikolov reiterated that the councillors are voting not to start construction, but to start public discussion and if it is positive, then to change the purpose of the plot. The proposal did not garner the required 2/3 qualified majority because it was supported by only 13 councillors. The problem was again postponed, this time until written submissions were received.
