With their consecutive decision of November 20, the municipal councilors turned a new series on the fate of the Cooperative Market in Velingrad. In the previous series, their similar decision of May 15 was first suspended by the district governor and then rejected by the Pazardzhik District Court. However, 17 councillors voted to reopen the concession procedure.

Previously, discussions were heated in the committees of the local parliament on two possible options: the formation of a commercial company with municipal participation or concession. A proposal on the first option was made by the chairman of the Municipal Council Nejat Kehayov. However, according to the majority of councillors, there is a serious obstacle to the establishment of such a company: The market cannot be converted from a public to a private municipal property, since nothing in its functions changes. The second option - concession, was supported by the committees on legality and TSU and argued by Georgi Yanev. According to him, the District Court did not state that the concession decision was unlawful, and its motives were related to technical omissions: no act of municipal ownership of the Market and the new concession ordinance, according to which the chairman of the commission is no longer the deputy mayor of the municipality. The Chairman of the Economic Commission Georgi Mihaylov announced that they had been provided with other materials for discussion about the Market and asked on this occasion "What kind of session are we?". He asked to give a very broad publicity to the idea of concession, to have debates about what is the profit from the Market, and not wishful tales about planting shrubs and trees.
Zavarin Marov of the BSP proposed a postponement, as the Municipal Council is not ready. With the concession decision the budget is reduced by BGN 100,000 per year, he announced and asked his colleagues whether the municipality has prevailed on the massaf that it closes taps from where it can get money. Cafferinova, who explained that the only change in the concession conditions was the higher deposit for participation - 50 000 leva. According to her arch. Enev is already ready with the project to cover the Market, and the economic analysis is confirmed by the court, but someone launches the election campaign and wants a delay to do another job. With the motive "to see if we will fight the regional governor" the concession decision was also supported by Nikola Vecov. Zavarin Marov estimated that in case of concession the municipality will receive monthly about 2000 leva from the Market, according to Ekaterina Kaferinova, and the amount of investments will be a minimum of 40 000 leva per month.
One of the changes made is that the chairman of the market concession commission will be the adviser Georgi Yanev. All other concessions so far have been chaired by Ekaterina Kaferinova.
