Many times, exactly in the "TEMPO COMMENT" section, we have criticized decisions and positions of each of the four municipal councils that have governed the municipality since 1990. This way. This time, in connection with the resignation of all municipal councilors requested by a civil association, we will do the opposite. It is not because the current municipal councillors have nothing to criticize and control - on the contrary, as citizens we all have the right and responsibility to do so. But again, as citizens, we are also obliged to protect the institution Municipal Council.
In practice, the municipality could not function without a local parliament for months. The initiators of the resignation request should be aware that the resignation procedure itself by 29 councillors and the subsequent ones in the party lists will last a minimum of 10 months plus time for their desired partial elections to the Municipal Council. Neither Velingrad nor any other municipality could afford the luxury of playing resignations for a year. It is not by chance that the law itself is made so that it does not allow even 1 day without a Municipal Council - the mandate of the old one ends only at the swearing-in of the new local parliament. The problem has another very important side: if a whole level of power is removed from the local government - the legislative one, this means that all power should be focused on the other level - the executive one. In other words, if the municipality is left without municipal councillors, the power of the mayor becomes sole and unsupervised. Sounds familiar, a similar formula reigns in Bulgaria for decades. If today someone wants to bring her back to Velingrad, then let us also recall the once popular joke about the motto "All for the good of man" and how everyone knows exactly who the man is.
So let us strongly criticize the Municipal Council, not to spare the 29 councillors the mistakes, failures, unfulfilled promises, to demand from them the maximum. Let us remember that we, the citizens, out of 286 candidate councillors elected and empowered the current 29. For the institution Municipal Council fully applies the rule that democracy has many flaws, but nothing better has been invented. So to protect this institution - it is a very important part of the democratic system.
