For 2002 Velingrad remained in the second group of settlements along with the other national resorts. In the third group, where patents are lower, are only some of the craft activities and services. Patent workers can make an accurate reference of how much they will owe to the state treasury on the board at the Tax Office - Velingrad. For most of them, the news is bad: the size of patents has been increased again. Particularly sensitive is the increase for wholesale warehouses, where 300 levs per square meter will be paid; parking lots - 76 levs per parking space; training for drivers of vehicles - 1360 levs; computer halls - 396 levs per workplace (computer), etc. Traditionally high are the patents for escorts (4200 leva) and fortune tellers (3600 leva), but there are none in the municipality with such registration and this is practically uncollectible amounts. Hotels with 1-2 stars will pay 80 leva per bed, and mass establishments between 8 and 20 leva per chair per year. One car-taxi will be paid 135 leva per year. New for 2002. is the introduction of a patent for those offering the roadside assistance service and fixing it at 2000 leva for the whole country. New is the solution in retail outlets up to 100 sq.m. to be paid 17 leva per sq.m. In this situation, some of the small objects may pay less than last year, because so far the price of the patent up to 20 sq.m. area was the same and a store of 5 sq.m. and from 20 sq.m. They paid the same. It is also new the provision for certain craft activities to be paid 5 leva per sq.m. for the area used. The surcharge applies to manufacturers of food and other goods, carpentry services, tailors, tanners, metalworking, watchmaking, upholstery, auto repair, photo services, videotapes for rent, work with precious metals, etc. The high patent sizes for Velingrad led to serious tensions in 1998. The situation could be repeated because many branch sauzs across the country are considering protesting. It is possible for many to opt for passive resistance by not filing a patent activity declaration and going back into the gray economy.
