The beach is POS again

The abbreviation "POS" means public municipal property. The Central Mineral Beach was transformed into such by a decision of the Municipal Council of March 31. In 2000. The then local parliament carried out the reverse transformation of the Beach - from public to private municipal property and announced a competition for the management of the site. What does the decision of the current Municipal Council mean? According to Chairman Nejat Kehayov, the reassignment of the Beach back to POS means that the emblematic for Velingrad sports and resort site will not be able to be sold.
During the debate, the municipal councilor Ivan Lebanov announced that among the residents of Velingrad there is a belief that the transformation of the Beach into a POS means that it will be given to a concession (by law the objects that are POS cannot be sold, but can be given to a concession for long-term use). Mr. Lebanov suggested to the councillors to dispel the rumors by making a principled decision that during the current term the Beach will not be given a concession. He pointed out that there are other forms of maintenance of the sports facilities: in Pazardzhik the municipality makes 3 swimming pools under the project "Beautiful Bulgaria", in Sliven is made a track for 1.5 million leva with money from the Ministry of Sport.
Similar was the thesis of the chairman of the Dolphin PC Georgi Kostadinov: in Europe, municipalities strive to preserve and expand their property, and sports facilities are profitable. In Velingrad, however, one does not think in perspective regarding the sports base and does not protect the interests of the municipality.
I have never commented that the main motive for the transformation of the Beach into a POS is a future concession, stressed the temporary mayor Atanas Vodev as an importer of the proposal. The data shows that the municipal enterprise "Sports Properties and Beaches", which now manages the Central Beach, accumulates an annual loss of the order of 30 000 leva. The beach is among the strategic sites for which the municipality must make general decisions. The issue is primarily economic - the water fees to the Basin Directorate must be paid (the amount accumulated for 2 years is over 87,000 leva). Permits for the use of mineral water are also expiring, and henceforth the water will be given by the state solely on concession. We have to look at the whole picture and find the most advantageous solution, Mr. Vodev urged and declared that in the process of discussion there will be a consultation with sports clubs and citizens.
21 councillors voted for the reassignment of the Beach in POS, only G. Panov abstained.
