Villages mayors boycott collection of garbage fee

I get the impression that there are mayors in the area who boycott the collection of garbage and tell the population to pay only property tax. This was stated by the chairman of the Municipal Council Nejat Kehayov, who was visited by people who had not paid a garbage fee on the advice of the village mayor and found themselves in the position of debtors of the municipality. People find out that they have committed an offense only when they have to ask for some kind of document from the municipality.
The information was supplemented by vrid mayor Atanas Vodev, to whom the mayor of St. Petka deposited a letter demanding to correct a garbage fee because according to people it was very high. Apparently, the mayor of St. Petka is not aware of the law, since he believes that the municipal mayor can set a garbage fee, Mr. Vodev commented. He also announced that there is a mayor with a phone bill in his office over 300 leva, and such an account is not paid even for the phone in the office of the mayor of the municipality. One of the reasons mayors of town halls are not "in an hour" with some of the problems of the municipality is that they rarely participate in the sessions of the Municipal Council. Most come at the beginning and quickly go on other affairs, some remain only for the points that relate to their settlements.
Repeatedly during sessions, municipal councilors sharply criticized this behavior of mayors and reminded them that they participate in the session with the right to a deliberative vote. At the session on 28 April, a proposal was again made not to look at points for the respective locality if its mayor did not attend and give an opinion to the session. There were also ideas for administrative penalties and non-signing of postings, as there was not a single mayor of a town hall present in the hall. Only Dr. Cv. Dafov defended the mayors and explained that administrative sanctions cannot be imposed on them because they are not on a labor contract to the municipality, but are elected by the population.
