On September 2 in the small hall of ONCH "V. Levski” municipal councilors from BSP Toma Pachalov, Zavarin Marov, Mikhail Alexiev and Venko Bozev and from NDSV Boryana Belukhova and Atanas Vodev held a meeting with voters. The topic: the socio-political situation in Velingrad at the moment.
Acquainting the attendees with the new majority in the Municipal Council, Mr. Marov explained the recent support to Fidel Beev from the BSP group of councilors by saying: "It is democratic to give the new mayor the opportunity and support so that he and his people can work to fulfill their promises to the citizens. We had and still have reservations to some contracts concluded in the previous term because we believe that they are not advantageous for the municipality and we received a promise to liquidate and correct them - for example, the Eurovodcommerce deal and some others. I would like to remind you that with our votes he was elected interim mayor Stoyan Dulev. We have repeatedly stated that if we feel a deal or an act violating the interests of the citizens, we will not participate. Why did we change our policy? Immediately after the pronouncement of the SAC, only within a single day Mr. Dulev appointed a commission, which held a competition, ranked first Beev's firm and on that same day a contract was concluded with that firm - it was Friday and from Monday the municipal company "Stroycom" not to clean. By decision of the Municipal Council, Stoyan Dulev had to stop Beev's firm from cleaning, but he did not. And it should be known that in this case it is a lot of money: for approximately 650 thousand leva for the cleaning, for approximately 200 thousand leva for the snow removal, for a subsidy of 250 thousand leva for the public transport at 7 million budget of the Municipality for this year. We, the BSP councillors, concluded that Stoyan Dulev violated the law and supported his removal by proposing for VRID Ivan Lebanov, who was elected by the Municipal Council and was sworn in. Deputy Governor Yumer Hamza stopped this decision of ours and now we are waiting for September 13th when the District Court will rule. From here on, our expectations are related to the decisions of the District and Supreme Administrative Court because we are law-abiding people. It should be known that when it is said "The law, this is me", we will not support anyone, because our state is legal and has laws, and the BSP advisers respect and respect them."
NDSV municipal councilor Atanas Vodev said: "We are young municipal councilors and we are idealists and inexperienced, but we did not play with anyone and we want nothing but to work for the good of our fellow citizens and the municipality. So far, no one has given us information about the money of the municipality, but we know that as of July 31, the overdue debts are about 330 thousand levs, which sooner or later will have to be paid with interest. The municipal administration refused the project "Beautiful Bulgaria" and now our community center "Vasil Levski" will welcome its anniversary without internal repair. Our municipality is unique for two reasons. The first: Article 76 of the Rules obliges the Mayor to implement decisions of the Municipal Council and to report on their implementation. So far, that hasn't happened. And the second: we are the only municipality in Bulgaria that has not won a single project, and currently so much money is coming to Bulgaria from donor programs and European funds! I will give you as an example the municipality of Rakitovo, which has scored 6 million leva from projects, went so far as to make themselves for 100 thousand and fountains, and our entire budget for this year is 7 million, as for 2003. he was 15 million. I predict that at the end of the year our municipality will be in collapse." Municipal councilor from NDSV Boryana Beluchova was adamant: "As long as there is a "we" and a "you", there can be no going forward. We have gathered 9 parties in defense of the interests of all citizens of the city and the region and now there is only "we" because the situation in the municipality of Velingrad is dire."
