The request is under a contract for joint activity between the municipality and Eurovodkommers (EVKK) from 19 August 2003. Meanwhile, EVKK have divided their participation with Energy Group BG Ltd. - Sofia with manager Grigor Grigorov. On 31 December 2003. The chief architect of the municipality has issued them a building permit.
The case was debated for nearly an hour at the meeting of the TSU Committee of the Municipal Council on May 17 as Mayor F. Beev strongly opposed the requested consent by the municipality. The manager of "Energy Group" Grigor Grigorov was invited before the commission, who explained that in order for the water pipeline "Vodev Chark" to start, more than BGN 100,000 have been invested so far on their part and everything has been done with the permission of the municipality. Currently, 2 turbines of the HPP are being poured on order in Germany, for which the design so far is 120 000 leva. Mr. Grigorov proposed a committee of municipal councilors to get acquainted in detail with what has been invested so far.
The situation in the municipality has been radically changed, the contracts are disadvantageous for the municipality, the main fault of the municipality being in a losing position is the old municipal councilors, announced Mayor F. Beev. According to him, if a competition is announced, many companies will offer more. To Mr. Grigorov's question what the municipality has lost so far from the water supply made with their money "Vodev Chark", the mayor replied that they are harming the municipality with future revenues (under a contract from the MPP, the municipality will receive 5% of the profit, and the municipal "VKTV" 10%).
DPS advisers said that they were not notified that a third firm had intervened in the contract. Mr. Beev directly stated that he wants to first cancel the contract between the municipality and EVKK for VKTV without the municipality paying penalties and waiting for the court procedure and only then he can negotiate with Energy Group for the plant. Two days later, the councilors did not agree to redevelop Lepenica's building into the Vodev Chark hydropower plant.
